Dont confuse drowning victims with cardiac arrest victims. What you are referring to is cardiocerebral resuscitation (CCR) which is more effective for cardiac arrest and was introduced in March 2008.For cardiac arrest CCR is thought to be approximately twice as effective. However "not all cardiac arrests are from a diseased heart. Sometimes, drowning or drug overdoses cause respiratory arrest that leads to cardiac arrest. For a drowned victim compression-only CPR is not the recommended resuscitation method.
The primary cause of cardiac arrest in drowning is a lack of breathing. Compression-only CPR circulates oxygen-poor blood and fails to address the victim’s need for immediate ventilation. It is not the recommended resuscitation method in a victim of drowning and should only be used temporarily if the rescuer is unable or unwilling to perform rescue breathing before the arrival of a barrier device, face mask or bag-valve-mask device (Australian Resuscitation Council GUIDELINE 9.3.2

Having been an Emergency Medical Tech for a volunteer fire dept have done CPR many times. The new way from what I've read is to forget the "rescue breaths," and just get on with the compressions. If the you don't want to "kiss" the person, I've done breaths through a towel placed over the mouth. BTW/ After doing compressions for some time, your arms feel like rubber.
Someone needs to teach these people about undertows and rip tides. Get in a rip, swim/float parallel to the beach until get get out of it. As they showed us in the US Coast Guard, if you wearing pants, you can make a float out of them by tying the legs and trapping air in them.

When you blow into someone's lungs the aim is not to get oxygen in, it's to get carbon dioxide in. Your body does not have oxygen sensitive receptors but it does have chemo receptors for acidity. This is what triggers you to suck air in, the CO2 build up. So that'll be why they change the advice from time to time, getting the pump working first, this will also push CO2 to the lungs and trigger autonomic breathing responses.

Give them 5 rescue breaths. Pinch their nose and keep their head tilted back as you breathe into their mouth from yours, making as good a seal as you can with your mouth over theirs. Each breath you give them should last 1 second, and make sure that you take a good deep breath yourself in between each one. These breaths will get valuable oxygen into their lungs, which is particularly important in a drowned casualty. Three siblings playing in an irrigation canal swollen by recent flooding drowned on Sunday in Siem Reap province, police said on Monday.
The children—Keopich Sovanpanha, 5, Keopich Raksa, 8, and Keopich Raingsey, 14—had gone to the canal with an older sister and a cousin, Puok district police chief Tep Pumsen said.
“They were swimming together,” Mr. Pumsen said. “When the older sister saw her siblings drowning she went over to help.”
But the older girl could not save them, he said, and nearly drowned along with her cousin.
The police chief said the canal had not been deep enough for swimming in previous years, but recent flooding in the area had made it about 4 meters deep in some places.

Sihanoukvile, a Koran man and his 4 years old son drowned at O'tres beach on 26 August 2016, located in village 6, commune 4, Sihanoukville.
Police said, the a Korean family of three came to visit Sihanoukivlle and stayed at a resort located in village 6, Sihanoukville.
Police identified the man as Lee Min Seock, 40 and his 4 years old son Lee Seung Jae.
