If he had led well and structured his government solidly, with quality leadership, he would be able to step away with conficence and just say, "Here you go son, take the reins.
But all this equivocation reeks of weakness.

Yeah well, kids these days are all super reliant on their parents.
IME, this is just another result of helicopter parents - Let's hope that the kids grow up someday, and move onwards and upwards and make their own decisions and mistakes

Cambodian lawmakers to elect HM as next leader today
Cambodia’s parliament will vote today to confirm HM as prime minister, completing a handover of power after last month’s election.
HE’s Cambodian People’s Party (CPP) won all but five of 125 seats in the lower house in July polls.
Days after the landslide victory, HE announced he was stepping down and handing power to HM, after nearly four decades of rule.
The Cambodian king — who holds a largely symbolic role — convened parliament on Monday, paving the way for lawmakers to elect four-star general HM, 45, as the country’s new leader today.
HE’s youngest son Hun Many will become the civil service minister and his nephew Neth Savoeun, currently the powerful national police chief, will be a deputy prime minister.
The sons of the current interior and defence ministers will take over their fathers’ posts, according to a draft list of the new cabinet members seen by AFP.

Samdech Akka Moha Sena Padei Techo HE, former Prime Minister of the Kingdom of Cambodia, has been appointed President of the Supreme Privy Council to His Majesty the King.
The appointment was made in a royal decree signed on Aug. 22 by His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia.

PHNOM PENH, Aug. 22 (Xinhua) -- Khuon Sudary was elected on Tuesday as the president of Cambodia's National Assembly for a new five-year term, becoming the first woman to hold this top post, according to the state-run National Television of Cambodia (TVK).
Sudary, 70, is currently a member of the ruling Cambodian People's Party (CPP)'s Standing Committee, and used to be the second vice-president of the National Assembly in the old term.
She was elected after the CPP won a landslide victory in the July 23 general election, winning 120 out of 125 seats in the National Assembly.
Some 123 lawmakers unanimously elected her as the president during a "package vote."
They also voted for CPP lawmakers Cheam Yeap and Vong Sauth as the first vice president and the second vice president, respectively.
Besides, the parliament elected chairpersons and vice chairpersons of the 10 specialist commissions in the legislative body.
The National Assembly in the seventh legislature consists of 125 lawmakers including 120 from the CPP and five from the royalist Funcinpec Party. ■

The ruling Cambodian People's Party added 496 new members to its central committee during an extraordinary congress, so the number of central committee members increased to 1,312.
The baton is passed from the old guard to the new guard assuring things wont change
HE's nephew Hun Chea, Chea Sophara's son Phara Mogkol, Ke Kimyan's son Ke Soun Sopheap, Neth Savoeun's son-in-law Hem Sovath, Prak Sokhonn's son Prak David & Prak Sophoan, Meas Sophea's son Meas Sophearith are appointed new central committee members.

How does a cronyism based government create solid leaders? Any leader who is more capable than Iron Man is a threat. It’s an inherently unstable system. Dilution of power through government expansion keeps everything in check. This also makes government more inefficient and slow to respond.
But as long as the pie keep growing, everyone gets a piece and stays happy.
