VOD News (http://vodhotnews.com/27602) just reported that H.S. pledged that there will not be any development of the Cheay Areng Hydropower Dam during this 5th mandate, until a proper environment impact assessment study has been conducted.
He has blamed Alex and Mother Nature of blocking access to the site to officials to assess those impacts.

I saw a 16 year old(ish) school girl toss her plastic bottle down the back of the river @ Riverside, Phnom Penh. Her 2 school friends berated her to the point that she actually retrieved the bottle then threw it in the yellow bin that was a whole 3 meteres away. i have seen them repeatedly shame their fellows who kill wildlife for example on fb.

Some of them are learning slowly. I recently saw a girl, age about 18 or 20, while sitting on her moto with friends, throw a plastic bag with polystyrene food container on the ground. I walked over, picked it up and gave it to her , embarrassing her in front of her friends.
She did say ''sorry'' .

Also interesting to see that popular support for environmental issues is growing among the population - and not necessarily just the locals who are directly affected.Prime Minister HE has jibed that he could deploy military hardware should anyone try and create an “autonomous zone” in the Areng Valley, where activists are bitterly fighting a proposed dam.
In a speech on Tuesday, the premier also took aim at Areng Valley activist Alejandro Gonzalez-Davidson, who was deported yesterday, condemning him for organising road blocks to stop companies from entering the area.
“If you want to make an autonomous zone [in Areng], please come, and we will put BM21 [multiple rocket launcher vehicles] in that area, but I don’t accuse them seriously like that,” HE said, before attacking Areng activists for obstructing company officials.
However, the premier also publicly confirmed for the first time that no decision on whether to dam the valley would be made until after the next election and even went as far as to say that such a project would be a “disaster” environmentally, squandering billions of potential tourism revenue....

...San Mala, a co-founder of the grassroots conservation NGO Mother Nature, who was arrested along with Gonzalez-Davidson yesterday but later released, said HE's remarks were a direct threat to his organisation.
“When he said he will do anything if anyone tries to create autonomous zone, this is a heavy comment from him directly to our team, who have always tried to stop the Chinese company or any expert that wants to study [there],” Mala said.
If the government was serious about halting the Areng Valley dam, he added, they would stop surveying the area and start promoting it through the Ministry of Tourism.
Opposition Cambodia National Rescue Party chief whip Son Chhay, himself a longtime opponent of plans to dam the Areng Valley, questioned the sincerity of the prime minister's seemingly newfound love of nature.
“Because the population of this country starts to become involved in helping Alex [Gonzalez-Davidson] to protect this river, he has no choice but to say he loves the river,” Chhay said, adding that the premier had done nothing to halt mass illegal logging in the same area.
Gonzalez-Davidson was deported yesterday after refusing to leave the country despite overstaying his visa, which the government had refused to renew.

So it would seem to be true that Mother Nature has tried to stop anyone not related to or vetted by their group from studying the environmental impact. That sucks because it gives HE ammunition like this and there doesn't seem to be a good reason for stopping researchers, whomever they may work for. Even if the eventual assessment study were to come out with blatantly false data and conclusions, the act of stopping an environmental impact assessment study by anyone just looks bad. I think we can all agree that utility cost are very high in this country compared to our fellow neighboring countries that provide more then half of Cambodia's power.
So why the FUCK would you not want to build this damn? This country needs it desperately. The population is exploding and more and more homes need juice. The short sight of some is out of control.
