New "Smart" Speed Cameras Installed on National Road 3
Cambodia News (Phnom Penh): On the morning of 9 November 2021, Secretary of State of the Ministry of Public Works and Transport, H.E Khan Maner, inspected the progress of the installation of soon to be launched smart speed cameras and traffic lights with a delegation of relevant personnel from the Information Ministry, Public Works and Transport Ministry, National Police, and representatives of the China Belt and Road Corporation (CBRC).
The 10 smart speed cameras were installed from 4 August 2021 and completed on 6 November 2021 on the Chom Chao - Kampot National Road No. 3 which has a total length of 135 km. The speed cameras were installed on 4 locations between from Chom Chao to Bek Kouh, and 6 locations on the road between Bek Kouh to Kampot. Two high-tech traffic lights are installed at Wat Sleng and Ang Ta Som Market, which are connected with a wireless system and powered by solar energy.
With the installation of smart speed cameras and traffic lights the National Police will be able to monitor and protect the safety and facilitate the movement of people on National Road 3. These speed cameras collect a range of data allowing officers to know the speed of the car, color, type and license plate, whether the driver is wearing a seat belt or using his/her phone while driving.
Before the official launch of the camera system, the relevant authorities will make efforts to educate and inform the people about the traffic law and the installation of speed cameras. The authorities will also put up signs to at least 1 km before the location of the speed camera inform drivers of their presence on the road.
Secretary of State for Project Management also called on the people to comply with traffic laws, ad travel carefully to reduce traffic accidents, reduce deaths, loss of life and conserve the national budget.

A pilot has started to test the first concept of the signs informing the drivers about the presence of cameras. I am all for anything that will save lives, this could be has big has having it's own coverage like the Covid19 news.

Fixed cameras don't work, drivers just slow down while passing and then speed up.
Personally, I think the money would be better invested in garbage collection, or schools and hospitals. But as the Chinese paid for it*, perhaps there is a more sinister reason to have vehicle recognition and tracking cameras on national roads, and it's got nothing to do with speed.

Maybe the system allows fixed cameras to clock the cars at two different locations and then calculate the average speed, that's what happens in several countries now. These locations look a bit too far spread though.

Ha Ha, I wrote 3 paragraphs on just that aspect, proper vehicle registration, the service of the notice of fine, automatic number plate recognition systems to catch up with non payers as they swan around Phnom Penh. I can't understand the need for speed camera's and then place warning signs before them, many cars have camera alerts already

Saw one of these just outside Kampot.
There is one camera per traffic lane, pointing in the direction of oncoming traffic, I’m assuming they will photograph the license plate on the front of speeding vehicles then issue penalties to the drivers.
Motos have no identification/license plates on the front so will be able to just fly past, and as Kammekor pointed out, many many vehicles here are not even registered to the current owners.
Also, at any given time, 50% of the traffic here is driving on the wrong side of the road, either to overtake or avoid potholes, how will those appear to the speed sensors, will they be recorded as negative km/hour?
Seems like an exercise in futility to me.
