In the same way that it's mandatory for a Lexus driver who just caused a minor accident in traffic to u-turn in the street and cause a major accident.

I don't think this means you'd be off the hook if you kill someone. Pretty sure people will still have to pay on top. To me this is just big insurance companies squeezing themselves into an ever changing Cambodia. Pretty soon it'll be like any other country...

Motor insurance is got to be the way to go, but what is then the worries who has and who has not. Never mind who's fault the accident is.
Being a expat I would presume you would be a target for police checks. But I would say if you was involved in an accident the possibility of the other person probably will not be insured, and the insurance providers would do anything in their power not to pay out.
I maybe just plain sceptical and very doubtful.

I can't believe the ignorance. It's called compulsory 3rd. party personal insurance and has nothing to do with damage to other vehicles or property-only people you kill or injure. It has been compulsory in Australia since the 1950s and you can't register a vehicle without it.

but this is Cambodia, where you dont need a license to ride a bike, and a lot of drivers dont have tax or even a number plate...

if you rent a car in the UK, the company insures the car,
the insurance covers the vehicle not the person,
so im guessing the people who rent the motos will have to have their motos insured for the customers
