The local Sangkat keep paper records, although I have seen computers starting to appear in many Sangkat offices. The Sangkat then report the details of foreigners registered in their Sangkat to the DoI who maintain a comprehensive database.

This app does not cancel the need to register with the Sangkat, as the app is only linked to the DoI.

Yes so if the paper based Sangkat pass on the information to Doi they here a database being electronic I would have thought. When entering the country passport and fingerprint are taken, so their must be electronically for the information to go.
I have some kinda feeling this is something else, and meaning cost to a foreigner, such as traffic fines.
Always "hope" but never "expect".

An electronic application form has been launched this year by the Ministry of Interior’s General Department of Immigration, which aims to record data about foreigners living in and visiting Cambodia. However, the new measure has raised some concerns among some foreign residents.

General Department of Immigration spokesman General Keo Vanthan yesterday confirmed the said gathering of data, saying the government has mandated all foreigners who live in Cambodia to fill in the form as it needs to record data about the Kingdom’s foreign residents and visitors.

“Owners of hotels, guesthouses, condominiums and houses are obligated to fill these forms. The owners need to report to the police about the foreigners staying in their properties within 24 hours of accommodation,” said Gen Vanthan.

The application, called Foreigners Present in Cambodia System (FPCS), was created late last year and launched in January. According to its homepage, the application will record information about foreigners upon their arrival in Cambodia, as well as their departure from the Kingdom.

Absolutely outrageous. how dare they collect data on visitors .Just like the damn EU and their visas, the yanks and there visas, the aussies and there visas and of course the damn brits and their visas. how do countries think they have a right to know anything about you just becasue you want to move into their country. We must stop it immediatley.
Or, to put it another way, who gives a fuck. Western states keep databses on us and to be frank i doubt the KOW will make any more improper use of it than uncle sam and the rest

The Interior Ministry’s General Department of Immigration said today that it will not issue visa extension for foreigners who failed to be register in Foreigners Present in Cambodia System by July.

The statement said that General Kirth Chantharith, director general of the GDI has informed municipal and all provincial police chiefs to enforce the Interior Ministry’s directive regarding the management of foreigners in the Kingdom.

“The GDI will not renew visas for foreigners to stay in Cambodia who are not listed on the FPCS. It will be implemented on July 1, 2020,” the statement said.

Looks like this will now be enforced.

Police (both District and Commune) came yesterday morning to ask me and my neighbour (foreigner too) to register ourselves via the App.
You need to scan your passport info, give your address, and update when you check-in/out somewhere else in the kingdom (have to update each month even if you stay at home).

The article seems to suggest however that the onus of signing up before July is on you...

I've lived in the center for years and never once had anyo come over (even when the whole work permit thing started and people were apparently being visited left and right).
