Can I just use any random address ? What kind of address proof do they require ?

More specifically, waaaay the fuck out in the northern outskirts.

Make sure all your ducks are in a row before heading out there for what ever it is you need, ie renewal or testing.

It's eye-wateringly aggravating to head out there only to be turned away for a minor paperwork discrepancy. Especially if, like me, you're coming from Chhbar Ampouv.

Passing along someones recent report on the process:

How to get it if you DON'T HAVE a current / valid foreign license.

You’ll have to take three tests:
1. Medical test
2. Written test (on computer)
3. Driving test (in a car)

Process:

1. Sign up for a driver’s test slot online through https://driverlicense.mpwt.gov.kh/login

To do this, you will need to upload scans of your passport, visa, and “physical test” which means residency letter from your Sangkat (លិខិតនៃការស្នាក់នៅ/“lichet snadt noe" or "carnet de residence”). You need to pay 90,000 riel through a Wing or Ly Hour account. When you show up for your test, they will want a copy of your Wing receipt (though the online system issues you a QR code pdf indicating you’ve paid, they want to also see the Wing receipt. A Wing agent will give you a hard copy of the receipt, but If you pay by the phone app instead the Department will accept a screenshot of the transaction receipt.)

2. Download the exam study app: https://itunes.apple.com/mu/developer/c ... 56209?mt=8 (there’s also an android version). However, though the app works great, many of the questions are flawed, for instance the same question will result in two contradictory answers at different points. I was told there’s a driving school near Independence monument that sells English versions of a study book for $5… I’m not sure if the same flawed questions are in the hard copy or not, but perhaps another CPN member can advise on this

3. When you go to the Department of Transport (https://goo.gl/maps/yAA7n5gRFqw) go to the information window at the licensing office to get your paperwork. You will need originals of your documents for them to check against scans. They will also need 4 photos.

4. Take the medical test (pay 10,000 riel in cash at the medical check office, for which you will be given a receipt). The medical check office is at the very back of the compound near the driving test area, past the vehicle inspection building.

5. Take the written test (upstairs in the same building as the medical check). If you can’t understand some of the questions because the English is incomprehensible, then you can ask the examiner to explain it to you and they will help. If you fail the test, the cost for retesting is 20,000 riel, but I don’t think you can do it on the same day (anybody have experience with this? Please add).

6. If you pass the written test, take the driving test. If you show up around 1/1:30pm, you can pay $20 to use a practice car for an hour on the course or 10,000 riel to use your own car. If you fail the driving test (which is actually very strict), then life gets painful: you can’t take it again the same day. Ask when the next day that is available is, and if you show up around 9 or 10am and pay 30,000 riel fee for a restest, they’ll give you a slot in the afternoon to take the test. If you show up in the afternoon, they’ll give you a slot for a different day (ie, you can’t show up in the afternoon and take the test that same afternoon). However, they will allow an agent to come in the morning for you (with your passport and money) to book the slot. So far there isn’t a way to sign up for a re-test slot online the way there is to sign up for the original test

7. If they are not busy, you may get your license issued the same day. Otherwise you or an agent have to pick it up the next afternoon.

There was a Cambodian agent at the tests helping other foreigners and she seemed to know the system and speaks English well, so if you're looking for someone to help, you could try hiring her: Kim 092 256 388 / 081 832 388 / [email protected]

The MPWT Director of Land Transport Department happened to be at the office while I was there and she was extremely professional and helpful and even called me to follow up about my experience. If you find your experience is spiraling into disaster for some reason or another, her name is MEN Chansokol and her number is 077 777 795. I share her contact info hoping that everybody will use it responsibly (don’t contact her like she’s a fixer, but do contact her if you’re having a major problem with the system).

I've never used my car licence here, it must be so frustrating driving a car here, even on a bike it's frustrating.
