New driving license procedure for foreigners

Cambodia news in English! Here you'll find all the breaking news from Cambodia translated into English for our international readership and expat community to read and comment on. The majority of our news stories are gathered from the local Khmer newspapers, but we also bring you newsworthy media from Cambodia before you read them anywhere else. Because of the huge population of the capital city, most articles are from Phnom Penh, but Siem Reap, Sihanoukville, and Kampot often make the headlines as well. We report on all arrests and deaths of foreigners in Cambodia, and the details often come from the Cambodian police or local Khmer journalists. As an ASEAN news outlet, we also publish regional news and events from our neighboring countries. We also share local Khmer news stories that you won't find in English anywhere else. If you're looking for a certain article, you may use our site's search feature to find it quickly.

bro.s'art ...If the Sangkat are refusing to issue the Cert of Residency, that is most likely because the landlord has not registered you with the Sangkat, and is therefore not paying the applicable tax. You need to take this issue up with your landlord.
I got mine from the Sangkat where I reside, but I am not registered with any landlord or family residence. Mother-in-law took care of it without a problem, which would imply that a certain amount to grease the sangkat wheel should suffice. I think I stated elsewhere I had to get mine done twice due to a mistake on the first one; I gave my mother-in-law $50 and didn't ask for change from whatever she spent if that gives a rough idea of 'grease' required. Send a trusted local, give them the cash to get it done.
:hattip:
My landlady tried that, we offered the chick at Sangkat $100 tea money, but no way.
If the Sangkat officer is a woman, you need to send in a Khmer Romeo. Same gender tea money doesn't work. :color

When i asked if i needed a letter form my Sangkat (proof of residency) they said i did not, as my old licence was from 2017 (expiring in 2018) and therefore its not needed.

Can anyone else clarify this? i would rather know for sure before trekking all the way to Aeon Mall 2

thanks!
For normal renewals you don't need it. I went to Aeon 2 last year with a 6 week expired licence and didn't have to show residency. However, I don't know what happens if the licence has expired for a considerable period of time ie whether there's some sort of time limit (if any?).
Just a quick update.

Yesterday, i went to the License Office at Aeon Mall 2 to renew my License. Really great service, from start to finish it took my 25 minutes. Also, as i was renewing, I did not need a proof of residency letter from my Sangkat.

One point the officer asked to me tell other foreigners:
My License is not from the same country as stated in my passport, last year this was not a problem, however things have changed and from now on they will not transfer your license unless your License and Passport match. As i was renewing mine it was not a problem, but for first time applicants this will no longer be allowed.

Oh and he reconfirmed that all foreigners now, regardless of engine size, technically need a License

At the moment, its not going to be a major hindrance. The Don't Stop Method works for most people...but fines are ever increasing.

I would still recommend getting a license...if you have an accident there is always the question mark of if your insurance company will cover your if they realize you are driving without one.

Seems to be a different story for everyone and requirements vary from day to day but I'll share mine anyway.

Went to hell aka AeonII 3 weeks ago. My residence certificate was 7 months old so they said no can, needs to be less than 3 months old.
My Cambodia license was very old - expired back in 2014.
My US license good for a few more years.

Got an updated residence certificate, went back to hell aka Aeon2, got new license.

My question, were you asked about the residence certificate or did you give it to her just because you had it with you?
Since you only extended your driver's license, they could have taken the address from your old driver's license.

I first went to Aeon Mall but was turned away and advised to see Dept.of Public Works where I would be required to do the test. It took a few trips, and proof of residency was essential, but ended up with a 3 yr license, total cost about $30, including eye test. And no probs renewing when it expires.
So you done the tests but only received a 3 year license? I'm guessing you must be an older Gentleman, can't remember the age restrictions, but certain that under 50 year olds at least receive a 10 year license if they complete the testing.
That's right come to think of it. Us older folk get 3 years until age 65 then it's down to 2 years. It's for the eye test.

My big Moto licence up for renewal next week.
Whats the latest on renewing at Aeon 2?
How many photocopies of what do I need this time. Is it 4 passport type photos to give them? Residence cert still not needed for renewing, only new?

They have a photo copier onsite,no charge,no residency letter needed if if you haven't changed address. No photos needed, they take photos onsite.

Take your passport,Cambodian license and the license from your home country.
