New driving license procedure for foreigners

Cambodia news in English! Here you'll find all the breaking news from Cambodia translated into English for our international readership and expat community to read and comment on. The majority of our news stories are gathered from the local Khmer newspapers, but we also bring you newsworthy media from Cambodia before you read them anywhere else. Because of the huge population of the capital city, most articles are from Phnom Penh, but Siem Reap, Sihanoukville, and Kampot often make the headlines as well. We report on all arrests and deaths of foreigners in Cambodia, and the details often come from the Cambodian police or local Khmer journalists. As an ASEAN news outlet, we also publish regional news and events from our neighboring countries. We also share local Khmer news stories that you won't find in English anywhere else. If you're looking for a certain article, you may use our site's search feature to find it quickly.

Quick update. The manager at lucky says the agents have been told the government may let them do it again in the new year
. I forgot to say that I needed 3 passport photos. I read somewhere different accounts of 4.5 or 6. I did not see anywhere local to get pictures taken so better take a full set. As for visa, the woman from Call Kim told me there is another visa available at the airport for people who do not fall into the work/retired/student categories. I didn't discuss in detail but if you have a valid reason for being here such as visiitn your Khmer wife or children she says you can get a 1 year visa without needing work permits or retirement . I hadn't heard of this before but if you cannot get a 12 months any other way you might want to ask her 092256388

Any update on this?

Or is it still the case you have to go to the Ministry of Works and Transport way out past Russey Keo? I note this site https://www.b2b-cambodia.com/articles/h ... g-licence/ says you can go to their office on the corner of Norodom/st106..anybody tried that??

Despite now not requiring a moto license under 125cc, I have nevertheless previously obtained one for the purposes of my medical/hospital insurance from my home country as they specify having a valid driver's license in the respective country. Last year I got a 'B' class Cambodian license which is for a car but apparently at the time also for moto under 125cc. Now that the law has changed re no licence for under 125cc, I'm wondering whether the B license still meets my needs for insurance purposes? Or should I change that to an A2 license instead..even though that is for over 125cc and I drive under 125cc only?

Sorry can not answer your questions but just add that the B2B article also states you can hire an agent at a surcharge to do for you.
I think if Motta Traval & Ana travel of SHV say not so then I'm inclined to believe them. Also Meta at Meta Lai travel Kampot says not so.
I'll wait till post KNY & revisit. Not even sure I want to drive anymore.

You still need to go in person and do it yourself, can't be done through an agency.

Before Om Tuk, I went to the Ministry at Norodom &106 and was sent away - not here. Have to go out to the General Department of Public Works and Transport.

Last month, I tested for and received the A & B licenses. Note it is now just an A license, no longer A2. I have a friend who did the same in January and he was driving a 125 last month as was pulled over and the police told him that the 125cc waiver was only for Khmers. True or not (foreigners being excluded), I don't know. He had his A, so he was OK.

While I was out there, a guy in front of me meeting with the Bong Thom asked about his wife. He said that she is German with a British license or vice versa and he understands that to get a license without testing, your license and passport countries have to match. The BT concurred but also said to wait until after KNY, in May, when things are going to change again and she will be able to do it.

So some changes are imminent.

Thanks for that info Khmerican. To be sure I'm covered with my insurance, sounds like I should have the A license instead of my current B license..or have both.. (even tho I'm driving under 125cc)? Do you know whether the A license can be added to the B license renewal process or will I need to to do a fresh A license application? My home country drivers license has both car and moto and matches my passport.

I've been driving a 250cc moto on a B license here for nearly 2 decades now. My insurance is what finally convinced me to go fully legal. Well, that and the fact that I don't have a valid DL from my home country, so 1-year is no longer an option for me.

You could ask out there if you need the A for a 125cc or less. That might not help you with the police but it should satisfy for insurance purposes (assuming they know the facts there). I actually found most everybody quite helpful there. As with anything in life, just show some respect and it is usually returned to you.

The A & B licenses are now issued separately - no longer one card. So I would think that you could go anytime and get your B. My licenses have a unique number, one beginning with an A and the other a B, but the same "ID" number to identify myself. And as a matter of a fact, they happened to be issued about a week apart and the Issue and Expiry date reflect that difference.

Judging by the Bong Thom's tone of voice and what he told the guy ahead of me, I DO believe that changes coming in May will be for the better for foreigners. But in your case, you can go out there now and be done in a couple/few hours and know that you're covered by your insurance.

Call me cynical but with insurance companies likely to find any excuse/loop hole to avoid paying benefits, I would think that in the event of a claim, they would say the B license is for car only and you need a moto license ie A license. The fact the A is for over 125cc and the claim is for under 125cc, I suspect will be immaterial. And whilst one could argue that no license is required in Cambodia for under 125cc, I suspect they may/would use the Cambo police line 'oh, that only applies to khmer'. Of course this is all untested but to be sure, I think it's best for me to renew my existing B license and apply for an A license.
