Vinci to build plant in Cambodia to treat Mekong River water

France’s Vinci Construction Grands Projets signed a contract with the Phnom Penh Water Supply Authority on 14 November to design and build the Bakheng water treatment plant in the northern outskirts of the Cambodian capital.

In the $155m first phase of the project, Vinci will build a facility capable of treating 195,000 cubic metres of water from the Mekong River a day.

It will install 1.5km of pipes to bring water from the river, and a 2-metre-diameter pipeline nearly 8km in length to carry clean water to half a million city residents.

This part of the project includes a 630-metre river crossing to be built with a micro-tunnelling machine.

To cut the plant’s carbon footprint, some electricity will come from 27,000 sq m of solar panels, with 3.8 MW installed capacity, Vinci said.

The project is co-financed by the French Development Agency, the European Investment Bank and the Phnom Penh Water Supply Authority.

At its height the project will employ more than 500 local workers.

The contract provides for a possible second phase worth $45m to double the plant’s treatment capacity to 390,000 cubic metres a day, which would provide drinking water for a million people.

The European Investment Bank secured a EUR 12.7 million grant from the European Union for the construction of the Bakheng Water Treatment Plant and 500km of the water distribution network in the Cambodian capital, Phnom Penh. The infrastructure will bring safe, drinking water and improve quality of living for 700,000 people from some of the poorest neighbourhoods in the city. It is a long term investment in the country`s resilience to a pandemic such as Covid-19 as it provides steady access to clean drinking water, critical for effective crisis mitigation.

The EU grant will expand the water distribution network to the poorest areas of the city. It complements an earlier EUR 185 million investment from the European Investment Bank (EIB) and the Agence Française de Développement (AFD). Blending of the EIB, the AFD and the EU financing will provide treated potable water to the fast-expanding Phnom Penh, where the demand for piped water is expected to nearly double from current needs by 2030.

Around 86,000 households, in some of the poorest neighbourhoods in Phnom Pen, will gain access to city`s piped water for the first time ever and help reduce certain types of diseases by as much as 26%. The project will have a positive economic effect on the poorest households as it will reduce daily expenditure for bottled drinking water. Today, close to 70% of the Cambodians do not have access to piped water supply, including 28 % of people living in Phnom Pehn.

the eu is penalising cambodia over textiles, but financing a water treatment plant?

who works in textile factories, the rich?

My family still don't have enough water pressure to fill the tank on the top floor where it then flows down to all showers / toilets and the kitchen.
Only tap with water is outside beside the water meter and has been like that for six months or more.
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.

It's not the lack of water that residents get angry about,,, it's the lack of pressure to make the water get up to the holding tank on their roofs, where it then goes to all toilets etc below it. This is a common problem we have in Takhmau. The water pressure increases at night,,,, sometimes ,,,,, and the tank will fill, but when its empty everyone has to wash out on the footpath or fill buckets and carry them up 60 steps [ E3 ] to flush a toilet. Our water pressure has been low for the last 3 weeks.

fill an tank on the ground floor and pump it up to E3? I had the same problem here in Italy. Our water pipes here date back to WW1 and dont stand to any pressure.
