Looks like they were pretty well informed for a a couple of petty thieves. My guess is they knew there was a safe, and they knew where it was. It doesn’t matter if the person is a police officer, SEAL on leave or whatever ‘trained’ person. Break into someone’s house at 12am, attack them and then expect them to use whatever force necessary to stop the attack.
And then the judge decides whether the force used was appropriate and necessary...

EDIT; (a big one) I just changed my mind about what the law means.
I now think he is presumed to have Legitimate Defence.
but if the cops can prove 1, 2, or 3 of article #33 was not the case, then he is culpable.
So, over to you Mr Plods to fully investigate if his response was proportional or not,
ie In this case, as he shot them both dead, were they really seriously threatening the householder or his family? Not just thieving.
Any counter arguments about this interpretation the of law ?

General Provisions of the Cambodian Penal Law
Article 33: Legitimate Defence
A person who committed an offence under a legitimate defence is not criminally
responsible.
Legitimate defence must fulfil the following conditions:
1. The offence is justified by the necessity to engage in defence against an
unjustified aggression;
2. The offence and the aggression must happen at the same time;
3. There is no disproportion between the means of defence used and the
severity of the aggression.
Article 34: Presumption of Legitimate Defence
The legitimate defence is presumed in the following cases:
1. the offence is committed in order to repulse from a residing place an entering
at night by means of breaking-in & entering by violence or by trickery;
2. the offence is committed for self-defence against larcenies or of robberies
carried out with violence.
I now think he is presumed to have Legitimate Defence.

A border official in Preah Sihanouk province shot at two burglars, killing one and seriously injuring the other who later died in hospital after succumbing to his injuries.
The suspects – both said to be Chinese nationals – had entered the official’s Phnom Penh house by forcing open the door on Monday night to burgle, said Preah Sihanouk provincial deputy police chief Kol Phally.
He told The Post on Tuesday that the suspects, each wielding a crowbar, had sneaked into the house to burgle the property.
The official shot them in self-defence, killing one on the spot. The other was rushed to the Cambodia-China Friendship Preah Kossamak Hospital in the capital but died the following day.
“We are continuing to investigate the case. The injured suspect died on Tuesday evening while receiving treatment. We are yet to ascertain the identities of the two suspects,” he said.
A report from the provincial police said two Chinese nationals entered a house on St 216, #76, Group 8, Village 4 in Preah Sihanouk province’s commune 4, in the early hours of Monday to steal money.
The report identified the house owner as a 35-year-old male and a provincial border official. The police are yet to conclusively identify the suspects and are continuing their investigation.
“The two Chinese nationals cut the bars of a window on the second floor to enter the house and went to the ground floor to break open a safe.
“While doing so, the owner unlocked the door to enter a room, only to be attacked by the suspects who were wielding crowbars. Immediately, he shot at them, killing one and seriously injuring the other at the scene,” the report said.

Accprding to the press today the owner distrubed them and they attacked him with crowbars they were using on the safe. Like I said before this is odd them picking on a military man and not a wing outlet or something> idea that spring to mind is reclaiming they had paid to him, or they knew sonmeone else had paid to him for services maybe not supplied. You do not go to all that effort if you dont know here is a big pot
