Naked man in Phnom Penh has lost his memory after motorbike accident
23 April 2018
This morning at Sin Chuoy Market, Pochentong, a man was walking around the streets stark naked. Police say that the man was living in this area, and that he used to be normal until he had a motorbike accident and hit his head, and since this time he has no memory, and he behaves strangely.
Ever since then, the man has been living on the streets because nobody knows where he comes from or how to contact his relatives. Police will take him to the Department of Social Affairs of Phnom Penh.

Is the "Department for Social Affairs" essentially mental health here in Cambodia?
