Not sure what you mean by "responsible for" but CEOCambodiaNews wrote the title. Mistakes happen, but the concealment of the original source prevents other posters from quickly identifying and correcting those mistakes.

Yeah, I'm looking into getting more accurate info. There seems to be some saying he's American and some saying he's French, but I'm strongly leaning towards American at this stage.

He got treated very fairly considering how much grief he was giving everyone. Local people who go bat-shit crazy don't often get escorted down the road by ten cops. I got the distinct impression that those mostly sangkat cops just wanted to get him out of their jurisdiction, maybe someone who understands Khmer better than I do can translate those bits where he gets taken out of the tuk-tuk. A fucking idiot either-way, he's lucky he didn't get battered. And just from experience I'd be 99% sure that this guy has been smoking meth.
