Is this from January 1, or mid 2016 when the 2015 stickers expire? Why is nothing ever reported with any useful detail? Do KS journalists ever ask questions?

If it's a formal meeting with the big man, or one of his ministers they typically only ask the questions they are given by the govt to ask.

Hopefully, it will be announced officially at some stage.
The prime minister said this during a speech at the inauguration ceremony of the Second Chroy Changvar bridge and the new roundabout on the east side of the river on 22 October 2015.
