Cigarette Sellers to Face Fines
Shops selling cigarettes will face fines of up to one million riel ($250) if they don’t follow recent cigarette policy, according an announcement yesterday at a workshop entitled “An Environment Without Tobacco Smoke” in the capital’s Daun Penh district.
No cigarettes will be sold at petrol stations or nearby shops or restaurants because of the fire hazard and if the rules are broken, the owner will be punished with a 100,000 riel ($25) to one million riel ($250) fine, read the announcement.
“Store owners must display no-smoking signs which can be seen clearly, and must not display ashtrays at their stores, otherwise they will be punished with a 50,000 riel ($12.50) fine,” the rules said. “Store owners are allowed to sell cigarettes only with pictorials and warning messages written in Khmer.”
Chim Dyna, a vice-governor of Daun Penh district, spoke about actions already undertaken by local authorities.
“Local authorities have told all districts in Phnom Penh to tape no-smoking signs throughout guesthouses, hotels, restaurants, food stores, coffee shops, clubs and pagodas. And they have also urged district officials to educate local sellers about what the Health Ministry has announced,” he said...

perhaps they are paving the way into a lovely money grab for cops, such as is used in Bangkok where tossing a butt on the sidewalk, etc. can get you a 1500 baht fine. A guy I knew was actually told 3000 by the cop, but "bargained" it down to 1000 as that's all he had. Maybe that's what is is, don't recall.
so I guess streets and sidewalks and markets are not "public places" ? If I remember correctly you can't even smoke on the street in Singapore.

I remember being warned about fag butts in the street in Bangkok about 8 years ago. They had drains you could flick them into. I saw dead baby cigs in my local shop, seems Mevius are the ground breakers. Thought JIT threw their toys out of the pram

I got the dead baby one on a carton of winstons a few weekends ago but the individual packs inside didn't have anything.

There was a no smoking sign in the door of the Brass Monkey in Kampot. Plenty of ashtrays on the tables outside. No sign of the new rules in shv

They asked for the book and the authorities were quick to throw it at them.
