Not really. That area was developing way before that in at least the end of 2016, about the same time Aqua shut.
When you live somewhere permanently you notice every bit of construction and I drove down that road weekly.

i lived in SHV up until the end of 2017 when i then moved to PP, but still visited SHV every month,
I was still having my breakfast at Aqua Resort well into 2017
Pubstreet (old golden lion plaza) didnt get knocked down until May 2018
my friends who own Sovannaphoum guesthouse next door to pub street didnt sell to the Chinese until last year and it had not long been knocked down when i last drove past around Xmas time 2018

Yeah maybe right about Aqua and yes Pub Street was knocked down May (22nd), thought it was later. However, my point still stands. If you lived there permanently like I did during that time you would have noticed the development starting in 2016, maybe even late 2015. Not just there but up Mittapheap street near BS and the other side of Ekereach Street.

Point being that picture you posted is slightly misinformed and is now being shared on FB! Lol

I noticed activity in SHV end of 2015 early 2016. Land being cleared, few trucks in a few parts of the city, and thought “Oh oh, what’s all this then?” Especially down that area in the picture.

Anyway. Who gives a fuck. It’s fucked.

Methinks you are right. Not many Khmers are going to take their windfalls and stick most of it in the bank. Giant spending sprees only to realize a few years later they don't even own their own fucking country. Resentment? Maybe just a bit. I know a few people who took their haul and moved to Kampot where they bought or built places they could never afford in Snooky now and still have lots left over.

seen all the changes from 2013-present
yeah there was some changes, i remember when they first built the new road between Sokha beach and independent and cleared all the land around there and building the casinos around there, but the scale of development from the end of 2017 to now is the real shock factor

There were basically no changes to that earlier view from 2013 to 2016.

Indeed. I lived on that street from 2014 until mid 2017. I do not recognize it from that photo.

When I developed Golden Lion Plaza on that street in 2005-2006, it was a backwater location. Only single or two level development on the street, with lots of vacant blocks. Now a high-rise is going up on that site.
