Those butane gas canisters are fkn' dangerous because they continually just get re-filled and re-used. I always stand well-clear whenever I'm in the vicinity of anyone cooking with them.

So many are just rusty containers waiting to explode - this must happen quite often but is not reported. There's absolutely no control so of course they get refilled until ...

i wonder why do people allow monks to cook. As i know they are the luckiest people as they all will be served with food and some time they do nothing. :)

Uh, they get given uncooked rice.

Perhaps they have to cook the rice? Just an idea.

Yes, it should be regulated, but many of the explosions are caused by too larger cooking utensil being placed on the cooker. This causes the flame to spread out over the gas cylinder , and heating it up.

Exactly right I posted about this on TOF a while back. - I think the maximum recommended pot diameter is 200mm. Cartridges equipped with countersunk release vents (CRV)are the best bet in these stoves as when they overheat they don't explode, they still burn but the gas is released in a controlled manner (see video below). I don't know if they are available here though. Refilled old style cartridges go for around 1100 riel which makes them a very attractive proposition, but you never know how many times they have been refilled or been around.
