It will make very little difference - just increase the running costs for places open after midnight - expect 1,000 Riel to be added to the cost of a drink to compensate for it.

So if they close at midnight then most of the accidents will then be caused by a mass exodus of drunken people around midnight!
City Hall spokesman Long Dimanche yesterday said the plan was a “good idea”, arguing that putting police on the street to monitor traffic late at night would not solve the problem.He's right about that!

It's amazing how stupid city planners can be. Seeing the bigger picture or long-term is rarely their strong point. Cause and effect either it seems...

In England and Wales they did the opposite and instead of closing at 11pm pubs could stay open until 5am!
Legal bar closing times in England and Wales have historically been early and uniform. Recent legislation liberalised closing times with the object of reducing social problems thought associated with drinking to “beat the clock.” Indeed, using both difference in difference and synthetic control approaches we show that one consequence of this liberalisation was a decrease in traffic accidents. This decrease is heavily concentrated among younger drivers. Moreover, we provide evidence that the effect was most pronounced in the hours of the week directly affected by the liberalisation: late nights and early mornings on weekends. The impact on young drinkers was particularly strong. What I don't understand is why the people running Phnom Penh don't realize how much revenue they can bring in with ticket writing. The city of Los Angeles brought in $150 million in 2013 on parking and traffic tickets. No worries! Seems they might have to close at midnight, but nothing says they can't turn around and reopen at 12:15AM.
Win-win. They pass a law stating you have to close at midnight, and conveniently forget to address at what time you can reopen.

They haven't passed any law yet, it's just at the discussion stage, but there was mention of alcohol not being allowed to be sold between midnight and 6 AM.
