Sailorman, the same applies at ANY embassy.

UK, AUS, France, Germany, just 4 I've been into...ALL Khmer at that level. I think it's a requirement.

Foreign service officials spend most of their time whoring for the business interests of their country. They can be seen at various trade fairs, for an official registration is necessary.

They send the Cambo employees out first because they are paid the least per hour. They don't want to send a $50/hour foreign service guy out for a routine matter.
