Sailorman, the same applies at ANY embassy.

UK, AUS, France, Germany, just 4 I've been into...ALL Khmer at that level. I think it's a requirement.

They send the Cambo employees out first because they are paid the least per hour. They don't want to send a $50/hour foreign service guy out for a routine matter.
