Man Shoots Medical Student Girlfriend to Death in Phnom Penh

Cambodia news in English! Here you'll find all the breaking news from Cambodia translated into English for our international readership and expat community to read and comment on. The majority of our news stories are gathered from the local Khmer newspapers, but we also bring you newsworthy media from Cambodia before you read them anywhere else. Because of the huge population of the capital city, most articles are from Phnom Penh, but Siem Reap, Sihanoukville, and Kampot often make the headlines as well. We report on all arrests and deaths of foreigners in Cambodia, and the details often come from the Cambodian police or local Khmer journalists. As an ASEAN news outlet, we also publish regional news and events from our neighboring countries. We also share local Khmer news stories that you won't find in English anywhere else. If you're looking for a certain article, you may use our site's search feature to find it quickly.

Hang on. Wasn't that one not premeditated while this one was?
I WOULD THINK DRIVING A CAR AT 70MPH IN PP ON A SIDE STREET IS AS PREMEDITATED AS IT GETS.
If that is the case I remember it was monivong at night. Everybody knows how people are driving here at night and you can see for miles.
Not that I am happy with the outcome but not comparable.

If you enjoy noise pollution and obnoxious driving practices, Phnom Penh is the place for you!

No prosecutions, false prosecutions, prosecutions for lesser offences

trade unionists Chea Vichea and Ros Sovannareth,
political analyst Kem Ley
environmental activist Chut Wutty,

journalists Thou Char Mongkol, Nun Chan, Chan Dara, Thun Bun Ly, Chet Duong Daravuth, Pich Em, Dok Sokhan, Ou Saroeun, Chour Chetharith, Khim Sambo, Hang Serei Oudom, Suon Chan and Taing Try.
In all these cases, the victims were killed because of their work.
12 of the journalists were engaged in activities that posed a direct threat to powerful individuals within the Cambodian elite:
5 worked for media outlets critical of the ruling party,
7 were investigating and reporting on allegations of corruption by high-level individuals in the government and military.

the grenade attacks
the shooting of protesters
the governor shooting strikers
and remember that little girl shot in her dirt poor village the army were clearing out for a Russian concession holder?
etc etc etc

Not all shot in face, admittedly, but you get my drift.

I know you've got a hard-on for the local military, but as far as I know, it's been ages since any significant number were directly "trained" by the US or AUS. The issues with the military here are numerous, but as with most problems here, the most glaring is the endemic corruption which permeates their institutions. Training doesn't really make any difference if leadership positions can be bought/sold (or used for personal gain), private cars are allowed to have RCAF plates, staff are allowed to work "part-time"/spend more time on their side-businesses, conflicts of interest are ignored and so on. Military effectiveness and operational readiness is severely compromised except for perhaps a few "key" units. Besides, it's not their job to arrest the perp. The police are there for that. Though maybe you meant guys from his unit wouldn't harbour him? In that case I understand. Either way, I thought he was already in custody, so this is all quite surreal that he's still on the lam.
Do you have a solution to the problems you identify?

Or are you just whinging and trying to pull old Mish and the guys down?

If YOU can do better then step up to the mark sir!

Everyone is waiting for you.

Lets keep on track guys.

There's a fugitive at large and we all want updates, not fisticuffs.

The actual term used frequently to describe him is 'dog'
What I don't understand is if he is posting on Fb what are the Tech guys doing, if he is posting from a phone he is walking about with a tracking device on him.

IMEI , SIM and app data

The Stingray system has been used for years in the US, not sure if they have it here but info from ISP and cell providers would narrow things down a bit, I am sure they will be aware of this but it depends on political will and how far they are prepared to go to catch a murderer.

Yes they could make more use of the Cyber Squad here.

They are quite efficient in locating people with "offensive" or politically sensitive Facebook posts.

I like the Stingray - is a good piece of kit.

Either way they can subpoena the ISP and Mobile Carrier, as the law says those records must be kept.

The Government Taps on the net are in every data center here (again by law), so it should theoretically be easy for them.

I'll pass on the idea and keep you posted Dave
