US man scammed Cambodians, promising jobs in Australia
A 47-year-old American-Cambodian was yesterday arrested and charged with cheating 20 workers out of between $60,000 and $120,000.
Police said Vorn Yen William last year promised to find work for the labourers in Australia. However, he fled to the US after taking money from the victims and the jobs never materialised.
Bun Sarith, an officer with Phnom Penh military police, said Mr William was detained after he flew into the country for his father’s funeral yesterday.
“He cheated money from a number of labourers in Phnom Penh and was hiding in the US,” he said. “He was arrested by officers in accordance with a court warrant when he arrived in Phnom Penh.”
According to a police complaint made by the victims, Mr William told the workers they must pay him a fee to secure travel documents for the jobs abroad.
But after the migrants paid him between $3,000 and $6,000 each, he disappeared. The victims filed a lawsuit against the man in Phnom Penh Municipal Court last year.

A 47-year-old man, Vorn Yen Viliam, was charged with fraud by Rainsy Phum, deputy prosecutor of the Phnom Penh Municipal Court today.
Police said that in 2016, the suspect recruited about 20 people to work in Australia and charged them between $3000 and $6000 each. He then disappeared with the money, but he was arrested on June 26, 2017 at a Park coffee shop next to the Sovanna shopping mall.

This may not be the only scam involving this man. According to this article, the suspect is also the chairman of the Cambodia-Japan Friendship Organization, and the chairman of the Khmer-Cambodians Association. He left for the US in 1997 and got US citizenship in 2001. In 2014 he started up an association to collect funds for Khmer orphans.
It is also alleged that the suspect demanded sexual favours from young Cambodian women in return for emigration assistance.

Khmer-American arrested in Phnom Penh coffee shop for "jobs in Australia"scam
Phnom Penh: On February 7, Mr. Seng Leang a Judge of Phnom Penh Municipal Court has sentenced a Khmer American man to 10 months jail and a fine of $750. He ordered the man to pay back his victims between $500 to $ 5,800 for scamming them into believing he could arrange for them to go to work in Australia.
The authorities arrested the accused, 47 year old Won Yen William, on June 28, 2017, at Park Coffee near Sovanna Shopping Mall, after they received complaints from 10 people who were cheated out of $3,000 to $6,000 each, in return for his assurances that he would send them to Australia where they would find work.
