Shame about the malaria victims who don't get treatment because it might compromise lifestyles to which the CNM have become accustomed.
And just shame.

Yet another example that illustrates why throwing money at corrupt governments does little to help those in need. Links up with the other thread about the negative aspects of foreign aid....The management team at CNM has downed tools and taken the grant-making process hostage,” the source said. “They have frustrated attempts to finalise grant negotiations because they don’t want to provide receipts for travel and hotel expenses.”
There are millions of dollars in the travel and accommodation budgets of such grants, the source added.
“The government is sitting on a heap of money, crying there is a malaria outbreak, but refusing to do anything about it, unless they are allowed to steal the money.” ...

This is exactly the type of situation Angus Deaton writes about.Anchor Moy wrote:Article from the PPP explains that the aid funds to combat malaria are being held hostage by the National Malaria Centre (CNM) who refuse transparency and accountability of the money allocated. Maybe you could have a word with your Main Man, and he could turn it into wine for us. That would be awesome. He would also get a free beer for that - and a couple of hectares of hardwood forest thrown in.

One of the Khmer MP DOS's of a school said to me fairly recently ' If you live in Cambodia you must fit in, corruption is accepted here. You must accept it and not fight against it as this is our culture'.
