Still Waiting to Start Expressway Construction
16 December 2018 : The construction of the future highway between Phnom Penh and Sihanoukville has not yet begun, however, despite the delay, authorities say there is no change of plans.
The Chinese company has invested $100M in construction equipment and the project should be ready to commence " soon", according to a senior official of the Ministry of Public Works and Transport on December 13.

China Grants US$200 Million to Cambodia; US$5.8 Billion So Far

Phnom Penh (FN), Dec. 13 - Deng Boqing, Vice President of the Chinese Agency for Cooperation of People's Republic of China and delegates paid a courtesy call to Cambodian Minister of Economy and Finance Aun Pornmoniroth during his visit to Cambodia from 12-15 December 2018, according to the Ministry of Economy and Finance on Thursday.
The two parties signed two agreements, including the US$170 million Agreement on Economic and Technical Cooperation to improve people’s livelihoods and major infrastructure projects; and the US$90 million concessional loan Agreement on Preah Vihear Basin Development Project.
As of 13 December 2018, the Government of the People's Republic of China provided a total grant of approximately US$5.8 billion, of which US$4.4 billion is concessional loan and US$1.4 billion economic and technical grant.

So if GDP is US$22 billion that is a debt to GDP ration of 26% just to China. Seems high.

With the added loans for this year Cambodia would be looking at over 8 Billion.
How can they expect to repay the interest let alone pay the loans without giving away things like Koh Rong and the Ports and all airports on 99 year leases like China demanded of Sri Lanka.

Unfortunately Cambodia can’t print a few US$ trillion when it gets into a tight spot, like the US can.
Debt is OK if they use it to pay for infrastructure but from what I hear most of it gets siphoned off. The roads certainly don’t seem to last for long.

Phnom Penh (FN), April 25 – Cambodian Prime Minister HE arrived Beijing Thursday afternoon for the 2nd Belt and Road Forum for International Cooperation and a series of events and meetings in Beijing from 25 to 29 April 2019 at the invitation of Chinese President Xi Jinping, according to Cambodian foreign affairs ministry’s press release dated April 22 2019.
“At the high-level meeting of the 2nd Belt and Road Forum on 26 April, Samdech Techo Prime Minister will deliver an address on the Forum’s theme “Belt and Road Cooperation: Shaping a Brighter Shared Future”.
He will also share his perspective on the theme “Boosting Connectivity to Explore New Sources of Growth” at the Leader’s Round Table session on the following day,” the ministry added.
Prime Minister, together with other Heads of State/Governments, will attend the opening ceremony of the International Horticultural Exposition 2019, where he will also inaugurate the national pavilion of Cambodia.
The Premier will have separate meetings with President Xi Jinping; Li Keqiang, Premier of the State Council of the People’s Republic of China; Wang Huning, member of the Political Bureau of the Communist Party of China. Prime Minister will also meet with Li Yong, Director General of United Nations Industrial Development Organisation (UNIDO) and the representatives of various Chinese companies.
A number of documents on Chinese assistance and cooperation projects are expected to be signed during this visit.
