PHNOM PENH, June 19 (Xinhua) -- Cambodia and China on Tuesday signed documents on mine clearance, preparation of transport master plan and renovation of the Angkor Thom Royal Palace.
The documents were inked here between Cambodian and Chinese officials under the presence of Cambodian Minister of Economy and Finance Aun Pornmoniroth and Chinese Vice Minister of Commerce Gao Yan.
In the mine clearance cooperation, China provided the grant aid of 2.5 million U.S. dollars to Cambodia for landmine and unexploded ordnance (UXO) clearance activities, according to the Chinese delegation.
For transport sector, China would send its experts to study in order to draw up a master plan on the transport system in Cambodia, particularly focusing on roads, railways, fresh waterways, seaways, airways, and logistics, said a statement by the Cambodian government.
And for cultural cooperation, China would cooperate with the Cambodian National Apsara Authority and Ministry of Culture and Fine Arts to renovate the Angkor Thom Royal Palace in the Angkor Archeological Park in Siem Reap province.
On the occasion, Pornmoniroth and Gao also launched a Chinese grant aid project for improving school environment and supplying material and equipment for educational purposes in Cambodia.
"The signing of these documents and the launching of the project are the new fruits that were born from the Comprehensive Strategic Partnership of Cooperation between Cambodia and China," said the statement from the Cambodian government.

PM vows to ‘protect’ Chinese interests

Prime Minister HE on Tuesday told Chinese companies investing in Cambodia not to worry about contract cancellation in the Kingdom.
Speaking at a roundtable meeting with business executives in China as co-chair of the China-Asean Expo, the prime minister told six Chinese conglomerates with a presence in the Kingdom that his government will continue to protect the interests of all Chinese companies.
“The new government in the 6th mandate under [HE’s] leadership will continue to safeguard the interests of all Chinese firms in Cambodia,” the prime minister said on his Facebook page.
He encouraged Chinese firms to continue investing in Cambodia as the country still has plenty of untapped potential.
He also highlighted his government’s proposals for more concessional loans from China to build the Kingdom’s infrastructure, which would link Cambodia to other Asean members and China.
But analysts said Cambodia’s partnership with China could cut both ways.
Political analyst Em Sovannara said Cambodia would be at a disadvantage if it could not cushion the negative effects of Chinese investment in the Kingdom.
“It is good in terms of Sino-Cambodian relations and for mutual relations within the Asean framework. It is a positive sign to develop the Kingdom,” he said.
To lessen the negative effects, he said Cambodia needs to use effective law enforcement to handle the influx of Chinese nationals, some of whom have caused public disorder in the country.
Sovannara added that Cambodia would be better off cementing partnerships with Western countries instead.
San Chey, the executive director of the NGO Affiliated Network for Social Accountability, said only transparent investment could contribute to the Cambodian economy.
He said the government should not turn a blind eye to investment that could affect national interests, social order, security and Cambodian tradition, especially investment that involved gambling.
“Chinese investment in Preah Sihanouk province is a bad example that the government should try to avoid as it looks to develop Cambodia in the future.”

Highway to Sihanoukville on its way

The Cambodian government said it is actively working with China Road and Bridge Corporation, a Chinese company seeking to speed up construction of an expressway linking Phnom Penh to Preah Sihanouk province, says Ministry of Public Works and Transport officials.
The planned expressway will span a total of 190km and will be built parallel to the 232km long National Road 4.
The new road will be built starting from the intersection of National Road 4 and Phnom Penh’s Tomnub Kob Srov road. Costing $1.9 billion, it is expected to take 48 months to complete.
Ministry of Public Works and Transport spokesman Vasim Soriya said the minister is now pushing the Chinese company to begin construction soon.
“In these last few weeks, Minister Sun Chanthol has held talks with the companies’ officials twice to start construction by the end of November,” said Soriya.
He said the China Road and Bridge Corporation started building a fence at some points on the site.
The construction was previously planned to start towards the end of last year but was delayed.

‘Xi pushing further Preah Sihanouk investment’

As China continues to invest in Preah Sihanouk province, despite fears raised by residents over the recent influx of its nationals, an official from the Asian giant on Monday said President Xi Jinping is pushing for further investment in the coastal area.
“Cambodia and China are good friends and good neighbours. Jiangsu is a Chinese province [and] we are pushing for more cooperation with Cambodia,” Huang Xiqiang, the deputy director-general of the Foreign Affairs Office of Jiangsu Provincial People’s Government, told visiting Cambodian journalists to the southern Chinese province on Monday.
“President Xi Jinping regards [Preah Sihanouk province] as a role model of cooperation between China and Cambodia.”
Preah Sihanouk has seen huge growth in the manufacturing, tourism and gambling sectors, and a local real estate agency director said further investment in manufacturing would “help transform Cambodia from an agricultural to an industrialised nation”.
Bilateral trade between Jiangsu and Preah Sihanouk, which have just signed an agreement to become sister provinces, was valued at $1.2 billion last year. This is equal to one-fifth of China’s total trade with Cambodia and is expected to increase 30 per cent this year, Huang said.

Phnom Penh, Cambodia News: On November 8, 2018, Mr. Nou Vathanak, Deputy General Director of Public Works Department of Ministry of Public Works and Transport confirmed that the highway construction project from Phnom Penh to Sihanoukville will begin by the end of 2018.
However, a spokesman for the Ministry of Public Works and Transport confirmed on the same day, that although construction will begin by the end of 2018 or early 2019, the exact date remains unconfirmed because the decision must come from the leadership.It is not up to the ministry to decide.
Spokesman Vong Sam Sorya said that there are a number of factors to take into consideration, including the company's preparedness, and the resolution of impacts that will be caused by the highway construction may mean that some procedures will need to be revised. There is also the matter of setting an approved date for the ground-breaking ceremony, which will be attended by many high up officials.
The 190 km long highway, which will cost about $ 1.900 million, will take four years to complete. The road will start at the Kob Srov Dam located on the right side of National Highway 4 for about 30 kilometers, then switch to the left hand side.
