To place 128th out of 180 doesn't exactly buy bragging rights. The English language newspapers in the KofW definitely outshine the Khmer counterparts. For that reason the govt. has started anti-English media campaigns. I suspect that it is due to a new level of fluency among Khmer speakers-especially the youth. Years ago the target audience audience was almost all foreigners and no ody cared what they read or thought.

Juan just read local media. Trump is the new role model.

When asked what would happen to a media outlet that does not heed this warning, Siphan said “Shut it down, very simple. Expel them”.

I can't be arsed providing links to govt threats to local and international media, there's just so damn many of them. However try this on for size, "Prime Minister HE yesterday joined Council of Ministers spokesman Phay Siphan in justifying a hard line against the press by invoking US President Donald Trump’s anti-media stance as an example.

The remarks, which stopped short of Siphan’s calls to shutter outlets deemed problematic, nonetheless seemed to suggest that a free press was tantamount to “anarchy”, and suggested the right to a free press – enshrined in the Kingdom’s Constitution – could not come at the expense of “stability”. One size fits all media.

Nothing new really, it's been going on since 1998,
"Worrisome official threats made in late 1998 against Cambodia's two independent English-language papers, The Cambodia Daily and the fortnightly Phnom Penh Post, were not acted upon. Both are foreign-owned papers that serve as de facto newspapers of record. Officials threatened to shut them down because of their allegedly anti-HE editorial line."
