You have to go with the old or previous owner to the place where they issue the number plates. Yes you do both have to sign something! The one in SHV is just out on highway 4. Also the cost to do this is about 40 or 50$ so I believe. Plus if you actually found the old owner you would then have to pay him to come and for his time etc etc. Unworkable in many cases! If the Frame and Engine number match that on the card I should think that ok.

New laws that come into affect 2016

Failure to keep the minimum distance when passing a bicycle rider is a $319 fine and a two demerit points penalty. Under the new rules, bicycle riders should also keep a metre’s distance from pedestrians on shared paths, where possible.

I'm happy that I don't need to pay for the renew driving license, but these days I saw traffic accident when I came back home. Yesterday I saw three cases and today one case. Hmmm...

To me it is obvious that someone does not understand what the purpose is, of obtaining a drivers licence. I would have thought it would be,,,,

[ 1 ] To sit a written and oral test to make sure that the driver understands the rules of the road.

[ 2 ] To make sure the person knows how to operate the vehicle safely.

[ 3 ] To issue a card/document as a means of identification to say, that that person has passed the test.

It now appears that drivers of motorbikes , under 125 cc , do not need to know the rules of the road, where as those with a motorbike over 125 cc must know the rules of the road.

Just how are these new road rules going to lower the accident and death toll in Cambodia, if it allows school kids under 15 years old to drive motorbikes and not know the road rules.

Ok, seems like more than just a Facebook rumour. Sounds like they really are requiring people to have the vehicle registered in their own name.
The Viets made a similar law a few years ago. Same thing as Cambodia in that most families share a moto, Also, there are so many exchanges of motos due to gambling debts that no one gets it re-registered. The law was rescinded fairly soon . So much for our Youn government. Some how I doubt if Cambodia will rescind it. Bloody stupid arses.

I believe the new fines are not to make the roads safer, but to increase the police's wages without taking any money out of government coffers (pockets). All under the guise of making Cambodia a safer place. Same with the registration requirement accept that adds to government coffers (pockets). I can't believe ASEAN would condone such a stupid move.

It reminds me of the UK raising the tax on cigarettes to encourage people to stop smoking. Just about everyone on lower incomes gave up tailor mades and switched to roll-ups with higher tar and no filters.

What would be really useful is if someone who travels a lot in PP could mark up a google map as to the current locations of police stops and post it on the board. I stay off the main roads if I can, but had to go on Mao Tse Tong from the Mondial Center to under the flyover. Luckily no cops there as yet.

I wonder what happen if there is an accident happen between people who don't have driving license and who have driving license? Or motor bike and motor bike? Can it be the cause they don't learn about traffic law and don't have a test? However, it is good news for Cambodians to not having driving license because there are many people ride motor bike under 125 cc. But hopefully they learn and respect traffic law seriously.

I wonder if this new no license law applied to foreigners as well or if it is only locals and foreigners will be required to have at a minimum a international drivers license.

Has that be addressed anywhere?
