If so (and it may well NOT be the case) grenade-throwing is a well-established tradition here.

A grenade explosion in a residential area of Phnom Penh’s Chamkar Mon district on Tuesday night injured three people and rattled the city, leaving officials searching for a motive.
Pools of blood and an inch-deep hole could be seen on the road about 30 minutes after the explosion occurred at about 7:40 p.m. on Street 163 in Boeng Keng Kang III commune. The windows of a pickup truck were blown out in the blast...

A nurse at Calmette Hospital, who declined to be named because she was not authorized to speak with the media, identified the two victims being treated there as Nging Hiv, a 38-year-old man, and Chan Vanny, a 37-year-old woman [...] adding that the injuries were “not serious.”
Sourn Samith, chief of the emergency unit at the Khmer Soviet Hospital, named an Indian man being treated there as Dharmendra Singh Kshetrimayum, 32.

Neither police at the scene nor others contacted by telephone offered any information on possible suspects or motives...

I glad that is not Russian ,but I thought it was as it looked like an old 1960-70 type. But if Kuroneko thinks it's American maybe s/he is right.We will know shortly I am sure.

Grenade attack injures three people in Phnom Penh

At least three people were injured in a grenade attack on Street 163 in Phnom Penh’s Boeung Keng Kang III commune at about 7:40pm yesterday evening, police said.

The victims did not appear to be the intended targets of the grenade, which was tossed under a white Lexus as it drove down the street by assailants following from behind on a motorbike, an eyewitness said. The car was damaged, but the driver did not appear to be injured.

Police said that teacher and Indian national Dhamendra Singh Kshetrimayum, 35, who lives in the district, was injured around her waist and admitted to the Khmer-Soviet Friendship Hospital for treatment.

The second victim, Cambodian woman Chan Vanny, 37, also a teacher, was sent to Calmette Hospital. The third victim was identified as Vietnamese-Cambodian man Ming Hov, 38, a vendor at O’Russey Market in Chamkarmon district...

National Police spokesman Kirth Chantharith said he was “monitoring the case” last night. “It is true there was an explosion, but the reason for the explosion and the motive we do not know yet,” he said.

Maing Sokluch, Phnom Penh municipal military police anti-crime office chief, swatted down early reports of an arrest late last night, adding that for the time being, authorities suspect “revenge” may be a motive...

Police remain baffled as to the motive of the grenade attack. Who could the intended victim be ? 2 schoolteachers, a market vendor, or a member of the Minister of the Interior ? Please contact the police if you have any information.

Police Seek Help Over Grenade Attack
CCTV footage of the attack, posted to Facebook, shows that at 7:48pm three suspects on two motorbikes drop the grenade onto the road and continue riding. It explodes next to a Lexus SUV driving in the opposition direction.

Police yesterday named the four victims as Chan Vanny, 37, and Darmahendra Singh Kshetrinayun, 32, an Indian national – both teachers – Ming Hiv, 38, a Vietnamese national and trader at Orussey market, and Seng Cheang, 58, an official at the Interior Ministry’s personnel department.

Municipal police officials refused to answers questions about a possible motive for the attack. Interior Ministry spokesperson Khieu Sopheak declined to comment, telling reporters to refer to the ministry’s statement...

Police Say ‘Political Group’ Behind Grenade

A grenade that exploded in the middle of a busy street in Phnom Penh on Tuesday night was tossed by members of a “political group” attempting to sow discord, a senior police official said on Thursday—one day after investigators said they had no leads in the case.

National Police spokesman Kirth Chantharith said the blast that injured at least three people on Street 163 was the work of “anarchists” who “intended to cause social turmoil.”
