From the Khmer Times:

The car belonged to an official at the Ministry of Agriculture who was returning from the gym about 7:40pm when the explosion happened. The grenade damaged three other vehicles as well.

An undercover policeman told Khmer Times that the two men – a Vietnamese national and 35-year-old Indian national Darmahendra Singh Kshetrinayun – as well as a Cambodian woman were sent for treatment at Calmette Hospital and the Khmer-Soviet Hospital after the attack.

I believe they had the word order of the Indian victim incorrectly in the Khmer Times.

The victim appears to be Kshetrimayum Dharmendra Singh, possibly an English teacher at American Intercon Institute or American Intercon School in Phnom Penh.

I joined Menly J. Quach Education and started as an ESL teacher at the Keo Lundi ESL Department in November, 2011. I taught until late-2013 and presented at the CAMTesol, 2013 on the topic, “Learning by Teaching”.


He doesn't seem to be someone who would be the target of a grenade attack, but who knows.

Incredibly lucky those motorbikes were clear.

It almost looks as if one of the riders dropped it - possibly even by mistake? It doesn't roll/come 'from' any direction, it's just there, indicating it wasn't hurled.

It would take some skill to calculate the precise moment to release if riding ahead or coming from the opposite direction to actually hit that car. If it was targeted, why drop it to be run over with a 4-8 second fuse? Much simpler to toss it under the car at a red light or something.
