Lots of foreign flights have a layover in China before landing in Cambodia. I doubt ever single passenger was Chinese.
Are you sure? I don't think China allows any foreigners to transit mainland China to onward destinations. It is hard enough for a foreigner to even enter China at the moment.

No, actually, time to rein them in. Time for them to respect Cambodia's laws and sovereignty, and stop making out that they own the place.
These quarantine escapees should be jailed, then deported to face the consequences back in their own organ harvesting country.
Western men have taken advantage of Cambodia for decades and not respected its sovereignty. First bombing it, then molesting children, abusing drugs, sex tourism, overstaying visas. Do not blame the Chinese without looking at your own countrymen.

I believe the topic is that a couple of dozen Chinese bribed their way out of quarantine to go partying. For that they should be punished!

Cambodia Announces Third COVID-19 Community Outbreak in Phnom Penh
AKP Phnom Penh, February 20, 2021 --

Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia, has officially announced the third COVID-19 community outbreak in Phnom Penh capital city.

In a special statement to his compatriots from his residence in Takhmao town, Kandal province this morning, the Premier said that in about 10 hours, a total of 32 confirmed cases were reported, and now more COVID-19 testing are underway.

Samdech Techo HE said that this is the third community outbreak and named it the Feb. 20 Community Event, while the second is Nov. 28 Community Event and the first, Nov. 3 Community Event.

Samdech Techo Prime Minister called for understanding as some areas in Phnom Penh have been being blocked and the residents in those areas will be tested and placed under 14-day quarantine.

PHNOM PENH: Chinese nationals remain the top perpetrators and victims of crimes in Cambodia, according to a report from the national police, which documented 324 criminal cases involving Chinese nationals, a rise of 15.12 per cent compared to 275 cases in 2018.

More than 1,000 Chinese nationals were arrested in connection with online gambling, prostitution, drugs and other crimes. They were deported in October.

The Khmer Times said the majority of the crimes were committed in the provinces of Preah Sihanouk, Siem Reap and Phnom Penh.

I believe there are more Chinese visiting and living in Cambodia than from any other foreign country. This is like saying white people cause more crimes in Australia than any other ethnic group.

Cambodia News, Phnom Penh: Samdech Techo HE has announced the closure of a number of suspected nightclubs and apartments to prevent the spread of Kovid 19.
The Prime Minister has called for the tracing and testing of those who visited the N8 Club, which is the nest that caused Covid-19 infections, including two suspected apartments there.

I have been advised via the US embassy that Street 51 and street 172 are locked down too.

As I write this street 172 has no closures and business as usual............WTF who makes this shit up
