I would think no one can lay claim to have had ownership to the land in the past.

Koh Pich-Koh Norea bridge construction to start in late October

The construction of a bridge connecting Koh Pich satellite city in Phnom Penh to the Koh Norea development area in the capital’s Khan Chbar Ampov will begin on Oct. 26.

This was announced Wednesday by the Prime Minister during the inauguration ceremony of the Prince Manor Resort in Kean Svay district, Kandal province.

According to the Premier, he will preside over the upcoming groundbreaking ceremony.

Once built, the bridge will contribute significantly to reducing traffic congestion on National Road No. 1, especially at Preah Monivong Bridge.

Locally-owned Overseas Cambodia Investment Corp (OCIC) first unveiled a plan to build the flyover linking its current satellite city Koh Pich (Diamond Island) with Koh Norea in Chbar Ampov district in May this year.

OCIC, one of the locally-owned largest finance, infrastructure, construction and real estate developers, is also developing a new modern city in Koh Norea.

Considering that the pronunciation of Koh is not as in 'throw', but more like 'got' without the 't'. I thought it sounded more like a sexually transmitted disease.

Phnom Penh to Have New Bridges to Address Traffic Congestion and Boost Development

Head of the Royal Government of Cambodia, Samdech Akka Moha Sena Padei Techo HE presided over here this morning the groundbreaking ceremony for the construction of two new bridges which will help address the traffic congestion issue and further boost development in the southern part of the capital.

The groundbreaking ceremony was organised at Koh Norea development zone in Sangkat Niroth, Khan Chbar Ampov.

The bridge construction project include a 60-metre-long and 21-metre-wide concrete bridge from National Road No. 1 to Koh Norea, and a 824-metre-long and 24.5-metre-wide cable-stayed bridge linking Koh Norea to Koh Pich satellite city.

The construction of the first bridge will take 12 months to complete at an estimated cost of over US$1.6 million, while the second 35 months with an estimated cost of US$38 million.

Samdech Techo HE said the two bridges will be considered "a new achievement on the land of peace" contributing to reducing traffic congestion, especially at Preah Monivong Bridge and promoting development in Southern Phnom Penh.

The Royal Government has recently authorised the Overseas Cambodia Investment Corporation (OCIC) to develop a new satellite city on Koh Norea on an area of more than 100 hectares. The project will be developed the same way as the current Koh Pich satellite city.

Those new bridges should certainly tale the pressure off the congested inner city streets where pedestrians have to walk on the road.

The infilling of 70 hectares of the Mekong River across from Phnom Penh is nearly complete, residents say, as the Kandal provincial governor touts the “development potential” of the oknha’s project that he says will soon sway any unhappy locals.

The governor, Kong Sophorn, said the satellite city development, by oknha Khun Sea in Lvea Em district’s Akrei Khsat commune, would have a resort, condominiums, shopping center and government buildings.

It will increase government revenue, create jobs and raise local incomes, Sophorn said.

“The development potential is the greater [concern],” he said. “There will be an impact on people’s minds at some point, but after they see the development they will feel happy and support it even more.”

A group of about 100 people living in small huts on both sides of a road along what used to shore, however, say they are awaiting eviction.

The development lease was noted in an April 2019 Council of Ministers circular referring to a notice by Prime Minister HE about the granting of 70 hectares of state property to Khun Sea Import Export for 50 years.

The location is south of the Akrei Khsat ferry terminal, and almost directly opposite the Koh Norea satellite city development, which is also filling in more than 100 hectares of the Mekong River.

Koh Norea, like nearby Koh Pich, is being developed by OCIC, whose board members Sea is in business with through the Eco Megapolis Development Corporation. The Phnom Penh Post reported in 2018 that Eco Megapolis could be involved in Phnom Penh’s new airport in Kandal.
