King Norodom Sihamoni pardoned deputy opposition leader Kem Sokha at the request of Prime Minister HE on Friday, absolving him of a conviction for refusing to appear in court for questioning over a related “prostitution” case involving his alleged mistress.
Mr. Sokha was sentenced in September to five months in jail for refusing to appear at the Phnom Penh Municipal Court as a witness in a case widely derided as a politically motivated effort by the government to muzzle the opposition.

My son is not a Khmer poster here, but he is bilingual. He says that your understanding is correct, I.e. Kem Sokha has been pardoned. A bit late now with the translation I'm afraid.
As my old Cajun bait seller used to say, "I opes you luck.
