Kandal Province: On February 16 a judge announced that a Cambodian American, Bao Chan (called Dara), has been released from prison after attacking a Cambodian woman who is a parking lot attendant. The Judge of Kandal court, Mr. Say Somphorsserey, made a decision to release a Cambodian American from prison as the suspect has Mental Health issues, but it is still under the supervision of the courts, based on Article 217 of the Penal Code, regarding intentional violence.

According to Takmao police, on February 14, the suspect rode a motorbike to the parking place which was being attended by the victim, Hou Chai, a 25 year old Cambodian woman. The victim wanted to attach a parking ticket to suspect's motorbike but he didn't allow it, and just asking to enter the motorbike parking lot, which started an argument. During the argument, she scratched the suspect's hand, which made him very angry so he slapped her a few times, making her fall to the ground. Police detained the suspect for questioning and when it was clear he had a mental disorder, they released him.
