blockage the roads?
Why not? Been done before. Last election anyone?
Not saying it never happened but I don't remember road closures during elections, people usually travel to their home district to vote. The army could be deployed to stop major movements of people, millions traveling back to their home villages is not a good idea but it's probably happened already to some extent.
I think I recall the roads being heavily monitored and posted with military, if not outright blocked, during the period after the election when Rainman was contesting the result and whipping up fervor by marching up and down Monivong and whatnot.

There was one weekend in the Prague Spring period, 2013/14 i think, when the big rallies were happening.
I watched one rally where an estimated 100,000 people snaked all around central Phnom Penh.

Some time later another reeaelly big rally was planned, especially for people from the provinces to come into town.
HE "strongly discouraged" anybody from coming. Said they would be saboteurs carrying in arms and weapons.

I was coming into town off the lake that very Saturday. It took us 14 hours in the ute from this side of Pursat.
Police and army checkpoints at every major town. Searching every vehicle and turning back cars, SUV's, pick-up, buses and truck loads of protesters
They can do it, very easily.

I think canceling KNY, that is, postponing it, is a prudent move. Traveling around should be discouraged as well.
Remember at all those overcrowded mini vans...

I pity everyone who cannot be with their family, but I think not going can save lives.

Let's have a party when this is all over.

I am just wondering how Cambodia can manage the situation economically? People need cash.

Rising Coronavirus Fears in Cambodia as HE Nixes New Year Festivities
The premier has canceled next week’s Khmer New Year celebrations amid worries about the virus.

Cambodian Prime Minister HE, initially criticized for his cavalier attitude toward COVID-19, has cancelled next week’s Khmer New Year celebrations amid fears people returning to their home villages from the cities will spread the new coronavirus further.

“The government decided to cancel the celebrations of the Khmer New Year,” he said, telling a press conference that “the government wants to reduce the traveling of people to prevent the spread of infection from one place to another.”

“This measure is to prevent the people from contracting the virus,” he added. “The most safe places are at working places.”

HE’s nixing of the festivities constitutes the latest in a series of moves as fears intensify related to the coronavirus in Cambodia and across Southeast Asia In addition to this, Cambodia has cancelled some workers returning from abroad – including some 150 Cambodian migrant workers from Malaysia, who were scheduled to fly back to the Kingdom.

Furthermore, reports from the countryside indicate people in far-flung and isolated villages are also being reminded by the local authorities to remain indoors whenever possible and not to attend New Year celebrations even at the local level.

Known for his colorful delivery, HE said the holiday, which would have started on Monday and ended Thursday, would be offset by a five-day national holiday, to be announced once the COVID-19 pandemic is declared over.

“A holiday for three days?” HE said. “What do you need it for when people in the countryside are afraid of getting infected by you, and you are also afraid of getting infected by them?”

HE’s comments led to confusion about what this might mean, including whether there may be moves such as a partial lockdown coming up soon. His comments were qualified by a government spokesman who told The Diplomat that the country’s business elite could continue to operate as normal.

“All banks, all government officials and all garments manufacturers workers will be working normally,” the spokesperson said, adding these were “great measures for avoiding and spreading the virus. This is a really best solution and it surprised everybody.”

Landlady told me so many people wanted to get back to the provinces that there were long traffic jams around the Monivong Bridge blocking up many streets approaching it. Pray to any Gods that you've got as this could be the gamechanger. Lord Zeus protect us!

Cambodia News, Kandal province: By 8:30 pm on the evening of April 10, 2020, many people were attempting to leave Phnom Penh to head to Prey Veng and Svay Rieng provinces, which caused congestion at the Neak Leung West Bridge, despite the fact that government directions on travel restrictions and the cancellation of Khmer New Year festivities have been put in place by the authorities to protect the population from the spread of COVID-19.
