A private island with the bridge infrastructure already in place is a great long-term investment, especially for a cashed-up Chinese investment group.

So, everyone who wanted to know the full story, here it is. Everything started about eight months ago when our boss Oleg Tikhanov said that soon here would appear a certain Nikita Marshunok with his festival and this individual needed assistance in solving his issues. I checked this festival on the net and was horrified by it, but work is work. For a few months we forgot about this conversation.

Now about Dragomir. This fellow with his people lived in Sihanoukville before my arrival and indirectly became the reason of my coming to the city. The reason obvious to everyone, Roman and the company were trying their luck in the field of making a local group of people who, as they thought, should have the right to collect money from local businessmen and regulate drug trafficking as well as establishing contacts with local criminals and to be assimilated in this role.

My boss Oleg Tikhanov, for obvious reasons, has always been in the sphere of attention and vicious racketeering plots of Roman’s conceiving so-called trade union. That is why this person has always been in the circle of people with whom, due to inability of direct elimination, I had to keep diplomatic relations, which became the reason for the development of the events.

Dragomir and the company trained in our company’s gym where they developed a contact with our physical training coach Ruslan. This relationship was the basis for a provocation from the side of Lotus Tour with an enchanting assistance and shooting by Roman and the Co.

However, let’s get back to Kazantip. Dragomir found out about Nikita’s arrival and decided together with his homeys to intercept the initiative and started exchanging messages with Nikita Marshunok on behalf of the Russian diaspora and Nikolay Doroshenko whose interests Dragomir was representing as head of security of the Russian diaspora. Nikita obviously took those words seriously and started a dialogue with them, after that it was agreed that Dragomir would meet Marshunok when he would arrive in Cambodia. The guys borrowed a BMW X6 from a certain Igor, at that time the owner of Beauty café, and went to Phnom Penh to meet the VIP.

After they met Nikita they took him to Snake House where members of diaspora organized a party for the dear guest, which was followed by volunteer cleaning the streets of Sihanoukville. I personally observed both mise-en-scenes. Next day, knowing that our coach was in contact with Roman Dragomir, I called Ruslan and asked whether it was possible to invite this dude Nikita with the help of Roman to the Garage bar since we had been planning cooperation for a long time.

Then Nikita went to see my boss Oleg Tikhanov, who is a decent and honest man, in his bar where they got to meet each other. Dragomir’s people reminded that Kazantip was their thing and 50% of profits belonged to them since they met Nikita in the airport and were driving this dupe around the city. These claims, sure thing, were not taken seriously. Marshunok and Tikhanov reached a number of agreements, and Oceania started working with Kazantip.

I personally did all the planning and working out technical details, which were connected with Nikita’s needs. It was my misfortune when I suggested engineer Anton to be involved in the process who initiated the beginning of washing out borders of Oceania’s real role in the process of preparation for Kazantip, but that’s not the point. For some uncertain to us reasons, Nikita completely changed the course of actions and stockaded himself by means of direct insulting Oleg and our company. Right after that, any communication with Nikita stopped and we started calculating our losses. We have also included losses caused by slander and moral damage to our company and filed a claim to the court, of which we planned to inform Nikita by driving to the island where props were being built.

Roman Dragomir and the boys found out about our plans and started a boisterous activity, because, as they thought, they had the right for 50% of the profits. Then Roman fished himself to go to the island to do the talking with Nikita and demand their share. This was the reason for Dragomir and the company to appear on the island together with us to do the talking. We could not say no to the gang leader and deprive him of being on his own turf. Finally, Nikita got to meet Roman. Furthermore, we informed Nikita about our claims and had a good laugh at small time crook talk coming from Roman’s mouth. After the meeting, we went to the capital to meet our lawyer and to file our claim to the court.

After we presented our claims, Oceania Company lost any interest in Nikita. The total amount of the claim is roughly $80,000 as per date of the claim. This sum increased after we added damage caused by events near the Queenco casino, which happened on February 13. Now let’s dwell upon this incident, which was a sheer provocation.

On February 13 my subordinate Alexander Kiselev called me and informed about a meeting set by Nikita’s tenants, which should have ended the schizophrenia of our participation in Nikita’s discotheque. He also told me that suspicious people gathered near our office. The group in the amount of approximately fifteen men included not only tenants, but also guys who looked like serious sportsmen and they were very aggressive. I received the signal and started towards the office in black Toyota Tacoma. I was accompanied by my colleagues Ruslan and Andrey and two our Khmer workmates.

When we got to the office we saw an unusual for Sihanoukville picture. Roman and his men joined the scene. They, our coach and as it turned out Vladimir from Lotus Tour and his fifteen angry men, probably the bus drivers, had a conversation, which resulted in the clarification of our position regarding Kazantip.

Ruslan told them that our claim had been forwarded to the court and there was no ground to resolve the issues in a gangster style. All other opinions were based on Vladimir and his men being misinformed by the interested parties. Ruslan also mentioned that intimidation actions near our houses should be stopped and it was absolutely unacceptable to scare our women and children by demonstrative surveillance in cars during evenings and nights, because these actions would not help.

Then Roman Dragomir in a brotherly way hugged Vladimir from Lotus Tour and they left the group of people and had a private conversation. After the incident was over, we left the office. Roman offered Ruslan a lift in his silver Lexus. Ruslan got into his car and they drove away. My colleague Andrey and I drove home. Fifteen minutes later, I received a call from Ruslan who was still in Roman’s car. He said that Vladimir from Lotus Tour had called Roman and asked Ruslan to come for a meeting at Queenco casio as quickly as possible. Roman eagerly took Ruslan there. My colleague Andrey and I jumped into our car and went to give Ruslan backup, as we immediately understood that something bad was going to happen.

I called our boss while we were driving to the casino so that he immediately would involve the police, I also informed him about the chain of events. After that, we arrived at the casino. We parked near Roman’s car and we all got out of the cars. Some of his men told Ruslan “go there and talk, there they sit”. Ruslan went towards them. Roman followed him and got into position on the right flank in a dark corner. We stayed near the cars. Romans’ people scattered around the territory. When Ruslan came up to the table where a group of men had been sitting, three people immediately attacked him, one of them grabbed Ruslan from behind and using wrestling technique dropped him with his head on the concrete floor. Right after Ruslan landed on the floor, two shots were fired and the shooter ran away.

Andrey and I quickly moved towards the place of the incident. After we evaluated the conditions, I pulled out a Taser and turned on the tactical flashlight. When we reached the spot, we saw the following. Ruslan got on his feet and ran after Vladimir and three men. My colleague and I started moving towards the attackers and drove them out of the café. They turned around the corner. After that, we returned to the parking from the other side where Ruslan was attacked for the second time by the rest of the drivers who tried to intercept Ruslan when he was chasing Vladimir who was screaming “catch me if you can”. We saw Ruslan attacked for the second time, I warned two times the attackers who tried to get to me from behind and after that I used the Taser making them flee. Then I went to Ruslan who had received a severe concussion.

Ruslan was dropped on the ground by a little driver, who was only scratched and afterwards his pictured appeared on the internet. My colleague Andrey followed me on my right side within my sight. Together we the rest of the attackers made run, they were armed with metal sticks and were running to help the little driver. They ran into the casino’s lobby. We stopped chasing them after that.

Roman’s people had always been somewhere behind and not so far away. Video recordings from surveillance cameras show that they picked up Ruslan, got him into their car and drove him away. Our retreat was backed up by Konstantin who shouted at the attackers to stop. He used to work for Sergey Polonsky and he was sitting at the table together with the attackers before everything happened. Konstantin’s involvement ended for him with a broken jaw. Probably his participation made Roman and his men associate Sergey Polonsky with this situation.

After the incident, we returned home and saw that Roman drove Ruslan to the house instead of taking him to a hospital. He drove into my yard in his car; one of his men parked his motorcycle there as well. Roman and his people intentionally left their vehicles and wounded Ruslan in my house. After that we took Ruslan to the capital seeking medical assistance and placing the claim with the police, which was done. That’s about it. You sort it out yourself, folks.

I seem to have even more problem with the Russian than the Khmer.

And too many protagonists who change names all the time - reminds me of Crime and Punishment. (The confusion with names, not the narrative style.)

Oh for sure. I'm not saying it's bad news in terms of the nature of the content. I'm just saying it was hard for me to keep track of everyone involved (especially when he names the person who lent a car...). I know little of the whole thing and it doesn't affect me, so I don't really care for it. Seems a bit weird that he'd post it on Facebook though. If the local authorities aren't careful (and I don't mean local small cops), Sihanoukville could become the next Pattaya/Vietnam/various other places in SEA, where the Russian mafia has managed to deeply entrench itself.
