Why are they all zip-tied up if it's a work permit infraction? Did someone get a bit testy?

Photos of the immigration raid in Kampot.
Judging from this, most or all of those detained by police will be charged with working illegally, and presumably they will be deported.
But, however many workers get arrested, the bosses will simply import more, and business will carry on as usual.

The numbers being arrested are stunning aren't they? How many Chinese are entering the country to work, not as tourists. The genuine tourist numbers are not that high at all then.

From what have heard the majority of the workers doing the inside work of tiling , electrical and finishing work , are Chinese imports, as they do a better quality finish.
