Cambodia's new COVID-19 rules restrain holiday celebrations

PHNOM PENH: Cambodians marked their Independence Day holiday on Monday (Nov 9), but new coronavirus restrictions kept them from celebrating at karaoke parlours, beer gardens, museums, cinemas and other entertainment venues, which have been ordered shut until further notice.

Students in Phnom Penh, the capital, and the satellite town of Kandal will not be returning to schools on Tuesday as an Education Ministry order to contain the spread of the virus has shut them down in those places for two weeks.

The new restrictions were issued by the Health Ministry on Sunday because Hungary's foreign minister tested positive for the coronavirus after visiting Cambodia last week.

The Cambodian Embassy in Paris, France, has seen four officials test positive over the weekend.

Four Cambodian embassy officials test positive for COVID-19
Nov 9, 2020

Two Cambodian diplomats and two local staff members of the Royal Embassy of Cambodia in France had tested positive for COVID-19, according to the Ministry of Foreign Affairs.

The ministry said after consulting with French medical doctors, they have taken medications as prescribed and are being treated at their respective homes.

“The Royal Embassy of Cambodia in Paris is waiting for the result of another local staff as it will be released today (Monday, November 9, 2020). Meanwhile, the Embassy will continue its online operation as usual via teleworking,” it said.

The Embassy said it will work closely with French health authorities to follow up the health of the infected embassy officials.

It's not difficult to see why, and how a virus of this nature would be easy spread from person to person.

But, again we see figures proving it is not happening here. Now it's that of another foreigner who seems to bring the virus with him from outside the country, but, again there are reports that people returning home from Cambodia have the virus.
It seems that something must happen (like now) for people to take notice here of something that could be so harmful.
Always "hope" but never "expect".

There was an outbreak already back in January/February, but no one really noticed because the government wasn't equipped to detect it. Now they are (well, more or less) so things could shut down.

Is this true? Do you need a test just to leave? If you transit through Singapore or Seoul to London I am fairly sure you do not need a test, either to transit or to arrive in the UK.
FAKE NEWS! I'm flying out with Korean Air on Friday 13'th for a transit to Finnair.
For transit no test needed according to Korean Air office in PP.
If your final destination requires the test it's a different story.

That's what I understood, and I checked the IATA site for Singapore and it does not mention any health certificate to transit through SIN either.

BREAKING: Among 1,143, Only Three Tested Positive of COVID19

Phnom Penh (FN), Nov. 9 – Ministry of Health’s Secretary of State Youk Sambath told Fresh News on 9 November 2020 that as of 11 p.m, among the 1,143 people tested today, only three were positive.

“Among 1,143 tested on 9 November, only three were infected [Hungarian Ambassador to Cambodia; Cambodian Lawmaker Suos Yara; and Deputy Director-general at the Ministry of Agriculture Sar Chetra]. They are now in good conditions,” Sambath said.

As of 9 November, Cambodia has confirmed 300 cases of COVID19 with 288 recoveries and no death.
