"Or what" is the answer I think. AFAIK this is the first entry ban put in place by the Cambodian govt, apart from the recent ban on sea and river cruise ships. Phnom Penh (FN), Mar. 14 – Cambodia announced to ban entries of foreigners from Italy, Germany, Spain, France, and the United States for 30 Days to prevent Covid-19, effective from 17 March 2020, according to Ministry of Health’s press release dated 14 March.

BREAKING NEWS: Kids of the 49-year-old Canadian Man Tested Negative of Covid-19

Phnom Penh (FN), Mar. 14 – The 49-year-old Canadian staff at CIS was tested positive of Covid-19 on 13 March 2020. Fortunately, his two kids were tested negative of the virus, according to results released on 14 March.
Or Vandine, secretary of state and spokeswoman for the Ministry of Health, told Fresh News on Saturdays.
The 49-year-old Canadian man recently visited Thailand. He arrived Cambodia on 9 March 2020. He contacted the medical team on 11 March as he felt unwell. On 13 March, he was confirmed positive.

I'm currently in quarantine in Vietnam with a group that I'm guiding.
We were on the flight from Hanoi to Hue, same flight that carried an English lady who was later confirmed being infected. After visiting Hue we traveled to Hoi An where local authorities informed us of the lady on the flight. She was flying business class, we were in economy way behind her.
On arrival in Hoi An everyone was free to spend their evening, we were only told that a doctor would test us the next morning.
Next morning (while having breakfast with other guests) the doctor told us we should be quarantined in our own room till further notice (but we could first finish our breakfast). Spend another night in a (nice) hotel, then we were moved to a by the government designated building.
Once there we got tested (nose, mouth swab and blood) and showed to our rooms. We were informed that the building was disinfected before our arrival. Once in the room I guess they disinfected the premises a couple of years ago. Cockroaches, mice droppings everywhere, dirty bed sheets....
First rule is wash your hands regularly with soap... a bit hard as there was no soap, no towels...
Things were brought in by the government. And after 2 days we even got masks.
Situation got worse when they wanted to bring in more people in the same building (not tested yet). We, myself and my local guide, had to explain to the authorities that this was a health risk for cross contamination. After a lot of shouting, army people getting agitated, we finally could convince them to put the other group in another building next to ours. We were already 39 in the building, and tested. They were "fresh". Next day another group of 15 was brought in, one day later another group of 18.
We were finally declared negative, but have to stay here till next March 20 (so 14 days after our flight).
In the meanwhile the government provides us with quite good meals, water and basic products. Lucky my tour operator and some local people can bring us other products (wine, beer...).
We've been here now for 5 days already and the group is getting frustrated. Our tour operator promised us to move us to another location (a real hotel) where we spend the rest of our days of quarantine. Problem is that the locals are afraid of us. They refused to cooperate so we currently are still in our original location.
Lack of communication, unhealthy location, more and more people are brought in... Soon this place will be packed as more and more foreigners are suspected of being contaminated.
5 More nights... then hopefully out and back to Phnom Penh. Fingers crossed, mask and gloves on...
