Cambodian Passport Holders Do Not Require Health Certificate to Repatriate
Phnom Penh (FN), May 27 – Prime Minister HE issued a new resolution that Cambodian passport holders do not require health certificates to return to the Kingdom, according to the premier’s Facebook page on Wednesday morning.

The premier said the measure will help facilitate Cambodian citizens at overseas to return to their families amidst Covid-19.

The Strongman, however, stressed that it is necessary for traveller to test for Covid-19 upon arrival and put oneself in a 14-day quarantine to prevent the spread of Covid-19 before returning to family.

Cambodian Quarantine Restrictions for Returning Expats
For expat passengers arriving in Cambodia - you will be tested for covid-19 on arrival in Cambodia, and if the result is negative, you will be sent home for a SELF-quarantine of 14 days. However, if there is one person on your flight that tests positive for the virus, you will all be kept in government quarantine facilities for the required 14 days and must produce a negative coronavirus test before being released by the Ministry of Health officials.

All passengers including Cambodians coming to Cambodia must undergo 14-day self-quarantine at their place or home monitored by tasked authorities, or they will face penalty or legal action.
The introduction of the measure to curb imported COVID-19 case was shared with AKP by H.E. Dr. Ly Sovann, Director of Communicable Disease Control Department and a Spokesperson at the Ministry of Health.
According to H.E. Ly Sovann, the ministry will take samples from all arriving travellers for COVID-19 testing at the Pasteur Institute of Cambodia.
This done, they are supposed to wait for about 24 hours to be cleared with a negative test result before being allowed in, yet they will also have to carry out 14-day self-quarantine at their respective places or homes.

He added that if one or more found with COVID-19 positive, the rest of arriving passengers will be sent to designated quarantine centre by the Ministry of Heath and stay there for 14 days for tougher health follow up.
After nearly 40 days without new contraction of COVID-19, Cambodia reported two new positive cases in the past five days; they are Cambodians flying into the country from the Philippines and the U.S.

Foreign nationals must provide proof of an insurance policy with a minimum medical coverage of not less than USD50,000 valid for the intended duration of stay in Cambodia.

On arrival at the airport, all travellers will be PCR swab tested for Covid-19 and be asked to wait for at the airport for the laboratory results.

If travellers test Covid-19 positive, they will be quarantined along with accompanying negative-tested passengers at a location designated by the authorities. If they have tested positive at the airport and show other classic symptoms of Covid-19 they will be hospitalised immediately.

In the event that all travellers on a flight test negative, they will be allowed to self isolate for 14 days at their respective homes or registered hotels under the supervision of the local authorities and health officials.

Air operators must not transport a passenger who has as a confirmed positive test of Covid-19. The airlines are responsible for the passenger’s repatriation as well as the cost of quarantined or treatment. Different rules apply to the airline crew.

I'm not sure how this is a relaxing of anything. They are just admitting that you are made to obtain a negative test but they don't give a toss about it because they will test you again anyway.

Also...

What does this mean? Nobody is going to present a positive test at check-in, so this must mean if you or anyone tests positive at PP airport.
So, are the airlines responsible for your costs of quarantine and treatment even if you have a negative test but still test positive at the airport? How is it their fault?

Are they on the hook for all the costs of all the passengers on the flight if just one tests positive?
What the f**k is the point of the insurance of they are going to bill the airline? Are they going to claim of both? Probably.

I can't see any airlines continuing with the PP route, let alone starting one, once they run the risk of getting billed for a planeload of people.

Does this mean no requirement for negative covid-19 test prior to travel for returning expats? Am I a returning expat or do they mean returning expat Cambodians?

agree that this isnt really an update at all. From my understanding all of us would be tested on arrival and have to self quarantine if all tests came back negative-- so i am unsure what is new here. Maybe for the Cambodian nationals?? which doesnt have anything to do w/ us but it does seem slowly changing and that visas on arrival and business visas will open soon. Because this most recent update doesn't do anything to uplift the cambodian economy.. They have to loosen the restrictions more by simply allowing the visa process to be as before. Still can test covid upon arrival but if you dont lift the visa situation ... what is the difference?

With the consulates still being closed getting the Visa in time for my Mid-June flight was a risk on top of the COVID test timing.
Visa on arrival removes one potential failure for me :thumb: as well as the added cost of paying a 3rd party to expedite.
