Cambodia adjusts conditions for entry into Cambodia for foreign travellers
The Royal Government of Cambodia has decided to adjust the conditions for entry into Cambodia for foreign travellers who have not been vaccinated.

I personally know 2 people who have arrived here within the last 2 months who have not been vaccinated and have obtained a fake certificate from the internet.
Any person that has refused to get vaccinated is committed to their beliefs. Fair enough, that is now a redundant debate. But there is no way they are going to serve themselves up for quarantine when a piece of paper downloaded from the internet will get them past immigration with ease.
Which begs the question: how many foreigners actually turn up at Phnom Penh airport and admit to not being vaccinated knowing they are going to get put in a crap hotel and get a $2500 bill? I reckon zero or very close to it.
Reducing quarantine to 7 days will not change that. I reckon it will quietly be abandoned in a month or two.

One could formulate this as a general principle: any incentive to create a result also creates an incentive to simulate the same result.
The corollary is obvious: the greater the incentive, the greater the temptation. Or, as W. C. Fields put it in You Can't Cheat an Honest Man, "If a thing is worth winning, it's worth cheating for."
Borrowing Fields's real name, I propose to call this generalization Dukenfield's Law of Incentive Management. Designers of control systems ignore Dukenfield's Law at their peril, and ours.

After the rise of Omicron in Cambodia, case numbers appear to be dropping to lower levels. However, experts are waiting to see if numbers rise this week due to the suspension of COVID safety rules during mass gatherings of people for Khmer New Year – as well as because of an apparent ‘loophole’ in checking migrant workers at the border.

I cannot quickly find it (and regulations change all the time) but wasn't presenting a fake certificate a criminal offence when found out? Which would also get you a large fine, deportation and land you on a visa blacklist for several years? (and/or opportunity to let you buy yourself out at considerable cost). Or was that a different country?
