For Ministry of Defense cards, you can download a digital card after scanning the QR code of your physical card. The digital card contains all vaccinations, including boosters and looks pretty impressive.

Unfortunately, I can't find the app either.
As to the link you posted: that is for the blue card.

The MOD card is the white one with the photo. Scanning the QR code of the MOD card leads to a separate database, which then allows the download of an official digital card.

Trying the above link with the MOD card yields:
"If you have been vaccinated with the Ministry of Defense's doctor team (you hold a white card), your data is NOT yet available in the system."

Australia Donates COVID Medical Equipment to Cambodia
AKP Phnom Penh, December 14, 2021 --

Australia has donated over 1,500 kilogrammes of COVID-related medical and personal protective equipment as humanitarian assistance to Cambodia to fight against the COVID-19 pandemic.

The handover ceremony took place here last weekend under the presidency of H.E. Gen. Moeung Samphan, Secretary of State, Ministry of National Defence and H.E. Pablo Kang, Australian Ambassador to Cambodia.

Among the consumable items were over 20,000 gloves, 50,000 masks, 3,800 bandages and 10,000 COVID test kits, the Australian Embassy pointed out.

“This medical equipment handover reinforces Australia’s commitment to supporting Cambodia’s future development, including its health and economic recovery from COVID-19 and our bilateral defence cooperation,” the embassy stressed.

This delivery is the final tranche of several deliveries from Australia that have occurred this year, and includes PPE, COVID test kits, patient monitors, an oxygen concentrator, and ventilators, the same source added.

Just in case someone is interested. At the Kampot referral hospital you get the Moderna vaccine for free. You might want to combine a weekend trip with a booster shot

American national tested positive for Omicron variant of coronavirus infection
A 39-year-old American woman living in an apartment in Village 1, Sangkat Toul Tum Poung I, Khan Chamkar Mon, Phnom Penh is the latest case of Omicron variant of the coronavirus infection in Cambodia.

COVID Infections, Including Omicron, in Pannasastra International School Branch 1

Cambodia News(Phnom Penh): On 13 January 2022, Director of the Department of Education, Youth and Sports, Mr. Hem Sinareth, disclosed to the media that nine persons in Pannasastra International School Branch 1, located in Phnom Penh Thmey, Sen Sok, were diagnosed with COVID-19.
The 9 infections included one student and one teacher who were diagnosed with the COVID-19 Omicron variant, while the other seven cases were ordinary COVID-19 infections.

Mr. Hem Sinareth explained that on the weekend of 9 January, an eighth-grade student had a suspicious cold and his family tested positive for the COVID-19 Omicron variant. The parents of that student notified the school, after which all teachers and students were screened by the school for possible infections. 197 teachers and students were tested, which resulted in one teacher and eight students testing positive for COVID-19.

Hem Sinareth confirmed that the student, who was tested positive for the new COVID-19 mutation, was currently being treated at the Olympic Stadium with no serious or significant symptoms. The school has instructed all teachers and students to conduct classes and study sessions online for 2 weeks until those diagnosed positive recover from the virus.

FYI:
AZ shot is free at 2 pm,
Moderna is free at 8 am

ONLY need ur BLUE vaccine card, ( They wont accept the white card)

Hi just want to check if a foreigner can get a booster dose in Cambodia? The first doses were obtained from home country.

500,000 AZ doses from Hungary and another 20,000,000 incoming from China. We're gonna be swimming in the stuff.
