On the other hand with the relatively young population and a much lower number of obese people you'd expect a much lower demand for ICU services.
Add to that: in the West 30-50% of those ending up in ICU will die anyway. ICU isn't a medical miracle curing masses of covid.

My worry for enough supply of oxygen for the pre-ICU phase is much higher than lack of ICU because there's more lives to be saved there with relatively easy treatment.

UPDATE: COVID warning now on 4 Phnom Penh supermarkets
The Sub Committee for COVID-19 has issued a warning for 4 Phnom Penh supermarkets
It is calling for people who went to or had contact with staff of :

1. Lucky Supermarket Vimean Kolab Branch on July 16, 2021 from 11.30
2. Super Duper Branch 1 which is located at street number 57 corner 306 #Sangkat Boeung Keng Kang 1 #Khan Boeng Keng Kang on July 17, 2021 from 19.50
3. Lucky Supermarket Mid Town supermarket located on street 2004 on July 15, 2021 from 1400 to 1410
4. (NEW) Lucky Supermarket Steung Meanchey market branch which is located along the road 217 #Song Steung Mean Chey district 3 #Khanmeanchey Phnom Penh on July 15, 2021 from 13៖10 to 13៖40

To quarantine for 14 days and go to hospital immediately if you develop COVID like symptoms.

This is due to supermarket patrons being diagnosed with COVID.

60 Infected with Covid-19 at Otres Funeral

Cambodia News (Sihanoukville): 60 villagers contracted Covid-19 after paying their respects to the family of Kong Pov, a 74-year-old woman who died of a chronic illness in village 3, OTres commune, Steung Hav district, Sihanoukville, on July 18, 2021.

Previously, the authorities told the victim's family not to hold any gathering or public funeral until the doctors had tested the body for Covid-19. After the deceased woman tested positive, her body was carefully removed from the house and taken to the cemetery arranged by the authorities.
However, despite the precautions taken by the authorities, and the restrictions forbidding contact with the family of the deceased woman, the villagers still came to pay respects and show their condolences to the family, which then unfortunately resulted in a community outbreak infecting 60 people.

As far as I can tell, those blue bottles are industrial-grade oxygen bottles. I believe the medical-grade oxygen bottles are green and white.
