Two more Cambodians are confirmed to have been infected from a person who assisted in the large religious gathering in Malaysia, where large numbers of attendants were infected.

Cambodia Confirms Two New Positive Cases of COVID-19
AKP Phnom Penh, March 31, 2020 --
Two new confirmed cases of the new coronavirus (COVID-19) were reported this morning in Cambodia, according to a press release of the Ministry of Health.

The two new cases include a 39-year-old mother and her 12-year-old son in Siem Reap province. They have caught the virus from their husband and father, 40, who came from a religious ceremony in Malaysia and who has been being hospitalised at the provincial referral hospital.

The other two children of the infected woman and her father-in-law were tested negative for the deadly virus.

Cambodia News (Sihanoukville): On 29 March 2020, after receiving the orders from General Lieutenant Mr. Neth Savoeung, Director of national police and Mr. Kouch Chamroeun, Sihanoukville governor, the police force made an investigation and cracked down on a group of people who were selling COVID-19 test kit equipment illegally in Sihanoukville through the internet.

The Chinese owner of a medical clinic and two online sellers were taken into custody, and police confiscated the COVID-19 test equipment.

Human Rights Watch have released a statement expressing their concern that official Cambodian government reports on the coronavirus victims in the country have been refering to the victims' religion or their nationality, and thus promoting discrimination against Khmer Muslims and foreigners.

Stop Promoting Hatred, Targeting Muslims, Foreigners

(Bangkok) – Cambodian authorities should cease using inflammatory rhetoric against vulnerable groups and foreigners in the context of the coronavirus pandemic, Human Rights Watch said today. In order to protect individuals with COVID-19 from discrimination and violence, the government should limit the release of personal information such as ethnicity, race, religion, political affiliation, and sexual identity.

On March 17, 2020, the Health Ministry posted on its official Facebook page an update of positive COVID-19 cases and made reference to specific groups of people who contracted the virus, including “Khmer Islam.” This post led to an outburst of discriminatory and hateful comments online, and discriminatory daily interactions at markets, shops, and community areas against Cambodia’s minority Muslim communities.

“The Cambodian government should act to ensure there is no discrimination against vulnerable groups and foreigners in its response to the COVID-19 pandemic,” said Phil Robertson, deputy Asia director. “Government leaders should formally apologize to Cambodia’s Muslim communities for the Health Ministry’s discriminatory statement and meet with community members to show their support.”

The Health Ministry reportedon March 17 that 11 “Khmer Islam returning from a religious ceremony in Malaysia” had tested positive for the COVID-19 virus, a reference to the mass pilgrimage outside Malaysia’s capital, Kuala Lumpur, between February 27 and March 1. The coronavirus reportedly spread among a crowd that reached 16,000 people. As of March 30, there were 107 cases of COVID-19 reported in Cambodia.

Subsequent statements by the Health Ministry on March 18 and March 19 dropped reference to their religion, using instead the general term “Khmer.” However, the government has not apologized for the March 17 statement, nor taken steps to address the harmful public response.

Members of the public posted hateful Facebook comments in reaction to the Health Ministry’s original statement, blaming Cambodia’s Muslim communitiesfor the spread of the virus in the country. Cambodian Muslims, particularly in Phnom Penh, have since reported facing discrimination, such as people refusing to sell or buy products from them, or to exchange money. Others reported that Cambodians of non-Muslim faith put on face masks as soon as they saw members of Muslim faith come into their vicinity.

A government spokesperson, Phay Siphan, sought to contain the damage by asking the media to not use identifying information about people infected with COVID-19. A week later, Interior Minister Sar Kheng said that Prime Minister HE had declared “that there is no need to divide between Cambodian Muslims, this Khmer, that Khmer. We don’t need to discriminate against Cambodian Muslims. No matter which nationals come to Cambodia during this problematic time, we mustn’t discriminate against them either.”

PM: Not Right Time Yet for Cambodia’s Lockdown
AKP Phnom Penh, March 30, 2020 --

Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia, has called on his compatriots not to worry about the nation’s lockdown as it is not the right time yet for Cambodia to do so, but the cabinet ministers will discuss the draft law on national emergency this week.

Speaking at a press conference held here this morning after the National Assembly’s extraordinary session, Samdech Techo HE said the draft law to put the nation under emergency situation according to the Article 22 of the National Constitution will be discussed by an inter-ministerial meeting tomorrow and then by the cabinet meeting this Friday.

"I would like to take this opportunity to appeal to all dear compatriots not to worry about the imposition of national lockdown or the use of martial law, but we need to have a legal tool (draft law to put the nation under emergency situation) in hands as a necessary measure to respond to the spread of COVID-19 pandemic because this measure has been applied by many countries," he underlined.

The Premier reiterated that the Royal Government has no plan to shut down markets, restaurants, stores, coffee shops… and especially factories yet, but hygiene rules and social distancing have to be strictly applied.
