Texas is now busy vaccinating to herd immunity. Texas went through almost complete quarantine, but now mandatory have been restrictions lifted. Only masks and social distancing are encouraged.

If you're right closing the borders two months after the first case, followed by restricted admission of international travelers a few months later, must be the most effective measure ever applied during a pandemic.
I don't know how Cambodia has managed to just carry on with life as usual, minus tourists, but they did. However, as soon as they started testing they found cases, and now a few have died and thousands languish in a living hell on Koh Pich.
I wonder how many people have died of Pneumonia and respiratory failure in the last 12 months and were given a Covid-19 test, even a post mortem one? I expect none of them. Don't ask, Don't tell.
I still don't know what to think about it. Easy Peasy for eleven months, and Full Blown Panic now.

The vaccination process against COVID-19 in Phnom Penh capital was suspended temporarily for three days, starting from yesterday to Monday.
Information from well-informed sources has emerged, revealing that the major cause of the suspension, though people were already in queue and waiting for their first or second shorts was a breakdown in communication and chaotic communication filtered down to those manning barricades and roadblocks.
“Many medical personnel could not make it to the hospital or the centres where they were supposed to administer the jabs to the public as they were reportedly not permitted to cross the barricades.
“I had pleaded, showed my ID, other documents and still I was turned back. I am trained to save lives and the officers are trained to protect lives. Why can’t they understand our duties? I am not the only one, there were many others and the Ministry was in a no win position but to suspend the vaccination process until clear measures are in place for us to get to the centres,” female medical staff said on condition of anonymity.
“At the decision of Prime Minister HE, the COVID-19 vaccination process in Phnom Penh capital will be postponed for three days, from April 17 to 19, 2021,” said Dr. Or Vandine, Chairwoman of the Ad-hoc Commission for COVID-19 vaccination in a voice message yesterday morning.
The process will resume on April 20, Dr Vandine, who is also Secretary of State and Spokesperson at the Ministry of Health said.
“Those who want to travel to Phnom Penh for the vaccination, please return home and wait for further notice,” she added.
However, she could not be reached to comment on this report.

What is the point of these long winded bureaucratic announcements when the people manning the blockades haven't got the brains to recognise the credentials of people administering vaccinations?
Even if you do get all your paperwork together or have a legitimate reason to go somewhere, the grunts on the tape won't understand it. It's now a very dangerous game to try to move around with the possibility of detention just to make a point.

I think a poster on the virus thread in Cambodia hit the nail on the head.
A state minister died of the virus. One of the ruling class. That means the Ohkna are not immune. Especially after a single dose of the China vaccine.
Hence, panic mode.
