One would hope it is any Expat residing in Cambodia especially as many other countries are helping pay the bill.
Australia will provide $A35.7 million to help inoculate at least 1.5 million Cambodians against COVID-19 through the rollout of vaccines to be approved by the World Health Organisation (WHO).
The assistance package would significantly bolster Cambodian efforts in vaccinating 80 per cent of its 16 million people against the virus as soon as practicable, the Australian embassy and the Cambodian government announced on Monday.
"In recognition that nobody is safe until everyone is safe, our support is likely to help vaccinate at least 1.5 million Cambodians and will go a long way towards supporting widespread access to WHO-approved vaccines in Cambodia," Australian ambassador Pablo Kang said.
The funding is in addition to this year's Cambodia aid budget of $66 million.

AKP Phnom Penh, February 24, 2021 --
All public and private educational institutions in Sihanoukville and Stung Hav district of Preah Sihanouk province have been ordered to be shut down temporarily for two weeks.

Online teaching and learning will replace the in-class ones during the class suspension which comes into effect from today, stressed the same source.
At the same time, the Ministry of Culture and Fine Arts announced to close all cinemas, theatres and museums in Preah Sihanouk province for 14 days, starting from today for the same reason.

58 more cases overnight. How did the 6 imported cases from “Chinese nationals who arrived in Sihanoukville” (a) in fact arrive there and (b) from a supposedly covid-free country?
