Most likely locals. I don't know why they keep on posting images of local tourists traveling for a weekend. I know back in Jan 2018, the last time I was there, nearly every hotel, restaurant & bar I had used for 5 years had gone, knocked down or taken over by Chinese
I'd imagine there is virtually nothing left now that isn't Chinese

Cambodia News, (Sihanoukville): Mr. Borey Vongsanith, Director of Public Works Department of Preah Sihanouk Province, said on the morning of November 12, 2020,that after the rainy season, in addition to the construction of 34 roads as planned, the technical team is also repairing another 10 city roads that were destroyed by flooding and heavy rain this year.
According to the director, all road reconstruction projects will be completed before April 2021.

Cambodia News, (Sihanoukville): On the morning of Sunday, December 20, 2020, HE Kouch Chamroeun, Governor of Preah Sihanouk Province, led an official inspection of the construction site of a new concrete bridge at O Sdach Mok in Village 4, Sangkat 4, Sihanoukville.
Officials said that the concrete bridge has a size of 20 meters by 16 meters, built to facilitate traffic in the area in the rainy season to prevent flooding. The Governor of Sihanoukville has urged the construction team to speed up the work.
