Is it worth going down there now to enjoy the beach at all, with all the construction kerfuffle?

Sad to see. However, I have thinking of spending a few days in Otres. It wasn't too bad a couple of years ago. I see taxis are asking $60 - $85. Anyone know of a cheaper taxi service?

I would wait a bit and go after the rainy season. By that time most of road works in city and otres area should be completed.
Seems they have now started to work on the pedestrian pathways and bicycle lanes on Independence street.

Cambodia News, Sihanoukville: On the morning of May 16, 2020, a number of ministers went to inspect the construction of a waste water treatment plant and the new urban development in Sihanoukville.
The Minister of Planning Land Management, Urban Planning and Construction, the Minister of Tourism, and the Minister of the Environment were among the officials who attended a guided tour of the current works, together with Mr. Kouch Chamroeun, Governor of Preah Sihanouk.

I would hope that is not the only pipe into the waste water treatment plant and being only a few inches below the surface it looks scary as it wold only be a matter of time until punctured or squashed by a large overweight truck.

Go the NW corner of Central Market (crossing the road from the market). That's where the cars wait for customers to SHV. You can look at the available cars and choose a good one. A private car will cost a tad less than $60 if you negotiate.
The place for cars to Kampot is by Canadia Bank at Psar Damkor.

Construction of 34 Streets in Sihanoukville Completed Over 90 Percent

The construction of 34 streets with a total length of more than 82 kilometres in Sihanoukville, Preah Sihanouk province, has now been completed over 90 percent since it started on Nov. 16, 2019.
The information was shared in a press release from the Ministry of Public Works and Transport, made public after the inspection visit to Sihanoukville yesterday by Samdech Pichey Sena Tea Banh, Deputy Prime Minister, Minister of National Defence, and H.E. Chea Sophara, Deputy Prime Minister, Minister of Land Management, Urbanisation and Construction, accompanied by H.E. Sun Chanthol, Senior Minister and Minister of Public Works and Transport, provincial leaders and representatives of the parties concerned.
With an expected duration of eight months, the infrastructure development project in Sihanoukville comprising 34 streets, 3 roundabouts and 6 bridges, would cost some US$294 million funded by the government’s budget.
The 34 streets, once constructed, will serve the sectors of transport and tourism, especially contribute to turning Sihanoukville into a modern city with beauty, nice environment for local people, tourists and investors.
