It was in the papers and given wide coverage on Cambodian TV the past 2 days. We all know that traffic fines will increase considerably as of Jan. 01 but the hot news is that traffic police will no longer collect the fines on the spot but issue a ticket that needs to be paid at designated police stations. Penalties will be added for delinquent payments, in the end the vehicle may even be seized. Drivers must be in possession of a valid driver license, paid their road tax, and have a license plate.
This, of course, begs the question how the traffic police in SHV are going to handle this. Possibly this news will not even reach them and they will happily continue to harass foreigners. How will they collect those fines from them then? I don't know but I estimate about half of all motorcycles in SHV have no license plate to begin with (no import tax paid). Questions, questions. But I guess they will come up with a very imaginative solution for SHV to all this.

They will stop you and say "The fine is X, you must come to the station with me right now to pay it. Or just give me as smaller amount in cash now and we'll forget this ever happened."

following in Thailand's footsteps again

I was stopped an fined in shv last month for driving a thai registered car, they fined me $10,
than was stopped not 100 meters again down ekareach, my gf told them we had just been stopped, he asked me how much i paid,
WHY<
'so they could ask the cops that took the $10 for their % LOL

... Mr. Sar Kheng also told the audience that the Interior Ministry would forbid traffic police from collecting fines directly on the street when the new traffic law is implemented next month.

Instead, the minister said, traffic officers at roadside checkpoints would only be allowed to issue tickets, which offending drivers would need to pay at a different location.

“I have banned traffic police from taking money directly at the place,” Mr. Kheng said. “They can just issue a ticket to the vehicle owner…and point them to pay at a nearby police post.”...
Or at least that's the idea, but...
Contacted following Mr. Kheng’s speech, Run Rathveasna, director of the National Police’s public order department, said that with only days left before the traffic law comes into force, details of the new fine system still needed to be sorted out.

“The General Commissariat of the National Police will have a meeting on December 17 to discuss further where we should install posts so that it is easy to pay,” Lieutenant General Rathveasna said...

Just had a look back, this law was supposed to come into effect in Jan 2015, then Feb:

Sokol repeated the formula yesterday, but said that “early in February, it will go into effect”.

Now it's announced for 1 Jan 2016, but according to the CD article cited in my previous post, there will be a meeting TODAY to decide how they are going to organize the fine-payment. So they still don't know how this is going to work.

Does anyone actually know anything concrete like what the new law actually consists of and what the penalties will be ? Is that what's written in the dropbox document ? A translation would be helpful.
I've "heard" that anyone on a motorbike without a helmet will be fined 15000r. Apart from that, it's all a bit vague.

It's designed to be vague; if you don't know the law, how can you defend yourself?
