the privileged offspring do not have the nous or ruthlessness to govern.
nor do they have a motive, being fabulously rich already.

HE just announced a new hospital for Sihanoukville today.
the cops went round all the poor areas over the past few days and huckled up a crowd for his visit.

Damn, I was going to say a new hospital next on the list as well.
