Heavy Rains Cause Advertising Sign to Collapse on Man in Phnom Penh
Phnom Penh, Cambodia News: On May 06, 2019, at 03:15 pm, heavy rain and wind caused a large billboard advertisement posted above the National Road 5 to collapse on a man driving along the road on a motorbike at Spean Kpous village, Khan Roussey Keo, Phnom Penh.
The competent authorities went to the scene to move the advertisement off the road and took the victim to Calmette hospital.

I'd hazard a guess it was the wind plus b and c.

Not designed or built strong enough.
Wind
It is typical of a lot of structures in Cambodia.
Just recently there were wind gusts where I was. An awning broke. A roof collapsed. A roof blew of a house. Those wind gusts would be unlikely to damage buildings in Australia. In Cambodia they arent built very strong.

One of those came down in Chinaville a couple of years ago,faulty erection and a small breeze.

Yep I had a faulty erection the other day when I woke up....fair bit of wind too.
