Traditional Khmer values aren't. This is a throw-back to the puritanism of the Khmer Rouge. Leopards and spots.

They need the drugs. When seated at public events, the monks have to be higher than everyone else.

I always figured it would be a great 'job' -
Go out begging for a hour or so in the morning... and spend the rest of the day stoned/groping girls.
